Title:Primerjava organizacijske kulture občin Puconci, Zabok in Čićevac

Abstract:Magistrsko delo obravnava organizacijsko kulturo v občinskih upravah, ki predstavlja enega izmed ključnih dejavnikov uspešnosti delovanja te veje javne uprave. Organizacijska kultura se kaže skozi vrednote, norme in vedenjske vzorce zaposlenih ter vpliva na vodenje, odločanje, komunikacijo in sodelovanje. V kontekstu občinskih uprav ima še poseben pomen, saj neposredno vpliva na kakovost izvajanja storitev za občane ter na zaupanje lokalne skupnosti v delovanje javnih institucij. V teoretičnem delu so predstavljeni različni koncepti in modeli organizacijske kulture ter njihova vloga v javni upravi. Analizirane so značilnosti organizacijske kulture v občinskih upravah, s poudarkom na dejavnikih, kot so vloga zaposlenih, pomen vodstvenih struktur, procesi odločanja ter sodelovanje pri izvajanju nalog. Teoretična izhodišča kažejo, da lahko ustrezna kultura spodbuja pozitivno delovno okolje, motivira zaposlene in krepi pripadnost, medtem ko neustrezna kultura zavira razvoj, zmanjšuje učinkovitost in povzroča nezadovoljstvo. Empirični del raziskave temelji na anketnem vprašalniku med zaposlenimi v občinskih upravah, s katerim je bilo proučeno, kako dojemajo različne vidike organizacijske kulture. Rezultati so pokazali, da zaposleni prepoznavajo pomen jasne in odprte komunikacije, konstruktivnega sodelovanja ter vključevanja v procese odločanja. Ob tem so bile izpostavljene tudi slabosti, kot so: hierarhična togost, omejene možnosti vplivanja na ključne odločitve in pomanjkanje razvojno usmerjenih praks. Analiza je razkrila razlike v dojemanju glede na delovno mesto, izkušnje in vlogo v organizaciji, kar potrjuje, da organizacijska kultura ni enotna, temveč jo zaposleni zaznavajo različno. Sklepi raziskave potrjujejo, da je organizacijska kultura eden najpomembnejših elementov učinkovitega delovanja občinskih uprav. Njena krepitev na področjih sodelovanja, vključevanja zaposlenih in spodbujanja odprte komunikacije lahko pomembno prispeva k večjemu zadovoljstvu zaposlenih ter k večji uspešnosti izvajanja nalog v javnem interesu. Ugotovitve hkrati nakazujejo, da je prihodnji razvoj občinskih uprav tesno povezan z oblikovanjem fleksibilnejše, inovativne in k izboljšavam usmerjene organizacijske kulture, ki bo kos sodobnim družbenim in upravnim izzivom.

Title:Comparison of the organizational culture of the municipalities of Puconci, Zabok and Čićevac
Abstract:This master’s thesis examines organizational culture in municipal administrations as one of the key factors influencing the effectiveness of this branch of public administration. Organizational culture is expressed through the values, norms, and behavioral patterns of employees and affects leadership, decision-making, communication, and cooperation. In the context of municipal administrations, it has particular importance as it directly impacts the quality of services provided to citizens and the trust of the local community in public institutions. The theoretical part presents various concepts and models of organizational culture and their role in public administration. The characteristics of organizational culture in municipal administrations are analyzed, with an emphasis on factors such as the role of employees, the importance of leadership structures, decision-making processes, and cooperation in carrying out tasks. Theoretical findings indicate that an appropriate culture can foster a positive work environment, motivate employees, and strengthen commitment, while an inadequate culture can hinder development, reduce efficiency, and cause dissatisfaction. The empirical part of the research is based on a survey conducted among employees in municipal administrations, examining how they perceive different aspects of organizational culture. The results show that employees recognize the importance of clear and open communication, constructive cooperation, and participation in decision-making processes. At the same time, weaknesses were identified, such as hierarchical rigidity, limited opportunities to influence key decisions, and a lack of development-oriented practices. The analysis revealed differences in perceptions depending on job position, experience, and organizational role, confirming that organizational culture is not uniform but perceived differently by employees. The findings confirm that organizational culture is one of the most important elements for the effective functioning of municipal administrations. Strengthening it in the areas of cooperation, employee involvement, and open communication can significantly contribute to higher employee satisfaction and greater efficiency in performing public tasks. The results also indicate that the future development of municipal administrations is closely linked to creating a more flexible, innovative, and improvement-oriented organizational culture capable of addressing contemporary social and administrative challenges.
