Title:Primarne metode preprečevanja kriminalitete : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Kriminaliteta predstavlja enega ključnih družbenih izzivov sodobnega časa, saj ogroža varnost posameznikov, skupnosti in širše družbe. Njen vpliv se kaže v zmanjšanju občutka varnosti, gospodarskih izgubah ter dolgoročnih socialnih posledicah za žrtve. Zato je učinkovito preprečevanje kriminalitete bistvenega pomena, pri čemer primarne metode ponujajo proaktivne pristope, ki si prizadevajo zmanjšati tveganje za pojav kaznivih dejanj še pred njihovo izvršitvijo. Raziskava temelji na analizi domače in tuje literature ter se osredotoča na pet primarnih metod preprečevanja: ustvarjanje varnih okolij ter prostorsko načrtovanje, skupnostno sodelovanje, izobraževanje in ozaveščanje, socialno preventivo ter zakonodajne in politične ukrepe. Analiza kaže, da ima vsaka izmed preučenih metod svoje prednosti in omejitve, njihova učinkovitost pa se poveča, kadar se uporabljajo v kombinaciji. Rezultati potrjujejo, da združevanje fizičnih in tehničnih metod, družbenega povezovanja ter izboljšanje izobraževanja in ozaveščanja prispeva k celovitejšemu in trajnejšemu preprečevanju kriminalitete. Na podlagi ugotovitev raziskava predlaga celostno strategijo, ki povezuje fizične, družbene, izobraževalne in zakonodajne ukrepe ob aktivnem vključevanju skupnosti. Takšen pristop ne le zmanjšuje kriminaliteto, temveč dolgoročno krepi varnost, stabilnost in kakovost življenja.

Title:Primary crime prevention methods
Abstract:Crime represents one of the key social challenges of contemporary society, as it threatens the safety of individuals, communities, and society as a whole. Its consequences are reflected in reduced feelings of security, economic losses, and long-term social effects on victims. Effective crime prevention is therefore essential, with primary prevention methods offering proactive approaches that aim to reduce the risk of crime before it occurs. This research is based on the analysis of domestic and international literature and focuses on five primary methods of prevention: creating safe environments (CPTED), community cooperation, education and awareness, social prevention, and legislative and political measures. The analysis shows that each of the examined methods has its own strengths and limitations, but their effectiveness increases when they are applied in combination. The findings confirm that combining physical and technical measures, community engagement, and education and awareness initiatives contributes to more comprehensive and sustainable crime prevention. Based on these results, the research proposes a holistic strategy that integrates physical, social, educational, and legislative measures with the active involvement of the community. Such an approach not only reduces crime but also contributes to greater safety, stability, and quality of life in the long term.
