Title:Uporaba vodnega drona pri varovanju pomorskih transportnih poti : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava uporabo vodnih dronov pri varovanju pomorskih transportnih poti in pripadajoče kritične infrastrukture. Namen naloge je bil ugotoviti, katere so tehnične in operativne zmogljivosti vodnih dronov, kakšne so njihove prednosti v primerjavi s klasičnimi metodami pregledovanja podvodnih objektov ter kako lahko prispevajo k večji varnosti. Posebna pozornost je namenjena vprašanju pravne ureditve njihove uporabe v Sloveniji. V teoretičnem delu so analizirani strokovni članki, zakonodaja ter strateški dokumenti. Empirični del temelji na intervjujih z dvema strokovnjakoma s področja pomorstva in varnosti. Intervjuvanca sta predstavnik slovenskega pristanišča in visokošolski učitelj s fakultete za pomorstvo. Rezultati kažejo, da so podvodni droni v enem izmed slovenskih pristanišč že vključeni v operativno delo, kjer se uporabljajo pri pregledih ladijskih trupov, pomolov ter pri zaznavanju sumljivih predmetov. Njihova ključna prednost je možnost delovanja v nevarnih in kontaminiranih okoljih ter zmanjševanje tveganja za ljudi. Ugotovitve potrjujejo, da podvodni droni ne morejo popolnoma nadomestiti ljudi, temveč jih dopolnjujejo. Najobetavnejši je hibridni pristop, ki združuje delo obeh. Prav tako je bilo ugotovljeno, da področje uporabe vodnih dronov v Sloveniji še ni pravno urejeno, kar odpira potrebo po regulaciji po vzoru brezpilotnih zrakoplovov. Diplomsko delo prispeva k razumevanju vodnih dronov kot sodobnega tehničnega sredstva pri varovanju pomorskih poti in k nujni težnji po ureditvi pravnih ter organizacijskih sprememb za njihovo varno vključitev v varnostni sistem.

Title:Use of a water drone for securing maritime transport routes
Abstract:The thesis explores the use of water drones in securing maritime transport routes and associated critical infrastructure. The aim was to determine the technical and operational capabilities of water drones, assess their advantages compared to traditional methods of underwater object inspection, and examine how they can contribute to improved safety. Special attention is also given to the legal framework governing their use in Slovenia. The theoretical part is based on the analysis of professional articles, legislation, and strategic documents. The empirical part draws on interviews with two experts in the field of maritime affairs and security. The interviewees include a representative from a Slovenian port and a university lecturer from a maritime faculty. The findings show that underwater drones are already integrated into operational tasks at one of Slovenia's ports, where they are used to inspect ship hulls, piers, and detect suspicious objects. Their main advantage lies in their ability to operate in hazardous and contaminated environments, thereby reducing risks to human personnel. The findings confirm that underwater drones cannot completely replace human workers but rather serve as a complementary tool. The most promising approach appears to be a hybrid model that combines both human and drone operations. It was also found that the legal use of water drones in Slovenia remains unregulated, highlighting the need for legal frameworks similar to those applied to unmanned aerial vehicles. This thesis contributes to a better understanding of water drones as a modern technical asset in securing maritime routes and underscores the urgent need for legal and organizational reforms to ensure their safe integration into the national security system
