Title:Načini financiranja predšolske vzgoje v Sloveniji in izbranih evropskih državah

Abstract:Predšolska vzgoja predstavlja temeljno obdobje razvoja otroka, ki je osnova za otrokovo prihodnost. Prinaša številne dolgoročne koristi, kot so razvoj samostojnosti, samozavesti, empatije, strpnosti in ustvarjalnosti. Otrokom zagotavlja varno in spodbudno okolje za celostni razvoj, pridobivanje izkušenj, znanja in spretnosti. Poudarek je na kakovostnih socialnih odnosih, sodelovanju in razumevanju družbenih vrednot. Vrtci se uvrščajo med javne zavode, zato smo v prvem delu magistrske naloge opisali in razložili vrste in pomen zavodov. Spoznali smo različne vrste predšolske vzgoje, njene cilje in pravno podlago za njihovo delovanje. Predstavili smo sistem javnih financ v Sloveniji in pomen javnega sektorja. Pomena vključenosti otrok v vrtec se zavedajo tudi države Evropske unije, saj s svojo politiko želijo doseči skupni cilj s 96 % vključenostjo otrok od 3 do 6 let, oziroma do vstopa v šolo. Pomembnost vlaganja v predšolsko vzgojo je prikazana s Heckmanovo krivuljo. Financiranje predšolske vzgoje je v Sloveniji podobno kot v izbranih evropskih državah. Predšolska vzgoja se financira največ iz javnih sredstev, to so državni in občinski proračuni in iz prispevkov staršev, ki so odvisni od njihovega dohodka. V Evropski uniji se povprečni skupni javni izdatki za predšolsko vzgojo povečujejo, kar pomeni, da večina evropskih držav daje velik pomen predšolski vzgoji, kljub splošnemu zmanjšanju števila otrok. V empiričnem delu magistrske naloge smo prikazali izračun ekonomske cene v javnem in zasebnem vrtcu in ju med seboj primerjali. Zanimalo nas je, kateri vrtci v Sloveniji so dražji: ali tisti z več lokacijami ali tisti, ki imajo vrtec samo na eni lokaciji. Primerjali smo tudi delež javnega financiranja med izbranimi evropskimi državami. Izsledke raziskav smo predstavili v zadnjem delu naloge. Z magistrsko nalogo smo želeli prikazati pomembnost financiranja predšolske vzgoje, saj je od načina financiranja odvisna dostopnost in vključenost otrok v vrtec.

Title:Methods of financing preschool education in Slovenia and selected european countries
Abstract:Preschool education represents a fundamental period of child development, which is the basis for a child's future. It brings many long-term benefits, such as the development of independence, self-confidence, empathy, tolerance, and creativity. It provides children with a safe and stimulating environment for holistic development, gaining experience, knowledge, and skills. The emphasis is on quality social relationships, cooperation, and understanding of social values. Kindergartens are classified as public institutions, so in the first part of the master's thesis, we described and explained the types and importance of institutions. We learned about different types of preschool education, its goals, and the legal basis for their operation. We presented the public finance system in Slovenia and the importance of the public sector. The importance of children's inclusion in kindergarten is also recognized by the countries of the European Union, as their policies aim to achieve a common goal of 96% inclusion of children from 3 to 6 years of age, or until they enter school. The Heckman curve shows the importance of investing in preschool education. The financing of preschool education in Slovenia is similar to that in selected European countries. Preschool education is primarily financed by public funds, i.e., state and municipal budgets, as well as contributions from parents, which depend on their income. In the European Union, the average total public expenditure on preschool education is increasing, which means that most European countries attach great importance to preschool education, despite the general decrease in the number of children. In the empirical part of the master's thesis, we presented the calculation of the economic price in public and private kindergartens and compared them. We were interested in which kindergartens in Slovenia are more expensive, those with multiple locations or those that have a kindergarten in only one location. We also compared the share of public financing among selected European countries. We presented the research results in the last part of the thesis. With the master's thesis, we wanted to show the importance of financing preschool education, since the accessibility and inclusion of children in kindergarten depends on the method of financing.
