Title:Vpliv spreminjanja varnostnega okolja na naloge oboroženih sil in obrambne proračune : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu smo ugotavljali, v kolikšni meri se varnostno okolje v Evropi in svetu spreminja. Ugotovili smo, da vojaške grožnje ne predstavljajo več najpogostejšega vira ogrožanja, kot so ga v preteklosti. Nove grožnje, kot so terorizem, kibernetski napadi, agresivna politika večjih držav, kot je Rusija, zahtevajo prilagoditev obrambnih politik držav članic NATA. Analiza strateških dokumentov kaže, da se obrambni izdatki držav v zadnjem desetletju znova povečujejo po obdobju zmanjševanja, saj se zavedanje o pomenu kolektivne obrambe in lastnih zmogljivosti krepi v času nepredvidljivih sodobnih groženj. K višjim izdatkom prispevajo strateške spremembe v mednarodnem okolju, nove oblike hibridnih groženj, tehnološki razvoj oborožitve in pritisk zavezništva po doseganju skupnih ciljev. NATO je v svojih smernicah določil, da naj države članice za obrambo namenijo najmanj 2 % BDP, od tega 20 % za raziskave, razvoj in opremo. Te smernice so odziv na podcenjevanje vojaških groženj v preteklosti in na potrebo po uravnoteženju prispevkov zaveznikov po zavezniških državah. Na srečanju vrha NATA so sprejeli sklep, da bodo države za vojaške izdatke namenjale 3,5 % ter za projekte civilne narave, ki imajo velik pomen za varnost v državi, še 1,5 % BDP. Spremenile so se naloge oboroženih sil, ki ne opravljajo le vojaških nalog obrambe držav, ampak prevzemajo tudi večjo vlogo pri zaščiti in reševanju civilnega prebivalstva ob naravnih in drugih ter pri podpori ostalim državnim institucijam pri njihovem delovanju in pomoči družbi. Ugotovili smo, da so vlaganja v obrambo dolgoročna nuja, saj zagotavljajo varnost, stabilnost in zanesljivost zavezništva, hkrati pa doprinesejo tudi h gospodarskemu in tehnološkemu napredku. Prihodnji izzivi NATA bodo povezani z nadaljnjo krepitvijo solidarnosti, obrambne drže zavezništva, kolektivnega delovanja ter pravočasnim odzivanjem na grožnje, zato bo višanje obrambnih izdatkov neizogibno, če želijo članice ohraniti verodostojnost in varnost v negotovem svetu.

Title:The influence of changing security environment on the tasks of the armed forces and defence budgets
Abstract:In our thesis, we determined the extent to which the security environment in Europe and the world is changing. We found that military threats are no longer the most common source of threat as they were in the past. New threats, such as terrorism, cyber attacks, and the aggressive policies of larger countries such as Russia, require the adjustment of the defense policies of NATO member states. An analysis of strategic documents shows that defense spending has been increasing again in the last decade after a period of decline, as awareness of the importance of collective defense and own capabilities is growing in a time of unpredictable modern threats. Strategic changes in the international environment, new forms of hybrid threats, technological development of weapons, and pressure from the alliance to achieve common goals contribute to higher spending. NATO has determined in its guidelines that member states should allocate at least 2% of GDP to defense and 20% of these funds to research, development, and equipment. These guidelines are a response to the underestimation of military threats in the past and to the need to balance the contributions of allies across allied countries. At the NATO summit, they received that countries would allocate 3.5% of GDP to military spending and another 1.5% to civilian projects that are of great importance to national security. The tasks of the armed forces have changed, and they no longer only perform military tasks of defending countries, but also take on a greater responsibility in assisting the civilian population in rescue tasks from natural and other disasters and assist other state institutions in their operations and in helping society. We have found that investments in defense are a long-term necessity, as they ensure the security, stability and reliability of the alliance, while also contributing to economic and technological progress. NATO's future challenges will be related to further strengthening solidarity, the alliance's defense posture, collective action and timely response to threats, so an increase in defense spending will be inevitable if members want to maintain credibility and security in an uncertain world.
