Title:Zeleni prehod v Slovenski vojski : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava področje zelenega prehoda v Slovenski vojski. Ker pa Slovenska vojska organizacijsko spada pod Ministrstvo za obrambo Republike Slovenije, so povzete tudi aktivnosti na ministrstvu. Predstavljeni so ključni evropski in slovenski strateški dokumenti, ki oblikujejo okvir za prilagajanje podnebnim spremembam ter uvajanje trajnostnih rešitev v obrambi. Predstavljeno je, kako podnebne spremembe vplivajo na delovanje Slovenske vojske in kako se ta prilagaja zahtevam zelenega prehoda. Podnebne spremembe ogrožajo mednarodni mir in varnost ter neposredno vplivajo na oborožene sile, saj vojaška oprema pogosto ni prilagojena delovanju v ekstremnih vremenskih razmerah. V današnjem času je vse več naravnih katastrof, oborožene sile pa morajo pomagati in se tehnološko prilagajati, da se lahko spopadejo z naravnim katastrofami. Pomembno je, da oborožene sile čim hitreje zmanjšajo emisije toplogrednih plinov in odvisnost od fosilnih goriv, pri tem pa ohranijo operativno učinkovitost in pripravljenost. Na Ministrstvu za obrambo Republike Slovenije so zato pripravili Dolgoročne usmeritve za povečanje odpornosti proti podnebnim spremembam, v katerih so opredeljeni cilji in ukrepi za prilagajanje podnebnim spremembam ter blaženje njihovih posledic. Pomemben korak k večji energetski učinkovitosti predstavlja partnerstvo med Slovenskim inovacijskim grozdom zelenih tehnologij in energetsko učinkovitih rešitev in Ministrstvom za obrambo Republike Slovenije. Skupaj so ustanovili Slovensko partnerstvo za energijo in okolje na obrambnem področju. Poleg tega Ministrstvo za obrambo Republike Slovenije spodbuja razvoj in uporabo vodikovih tehnologij, ki imajo velik potencial za uporabo v številnih obrambnih dejavnostih. Ugotovitve kažejo, da je zeleni prehod v obrambi dolgoročen in zahteven proces, ki zahteva tesno povezovanje državnih organov, industrije in raziskovalnih institucij. Napredek bo mogoč le ob stalnem tehnološkem razvoju, vlaganjih v infrastrukturo ter iskanju ravnovesja med okoljskimi cilji in operativnimi potrebami Slovenske vojske.

Title:GREEN TRANSITION IN THE SLOVENIAN ARMED FORCES
Abstract:The thesis examines the implementation of the green transition within the Slovenian Armed Forces. As the Slovenian Armed Forces are organisationally part of the Ministry of Defence of the Republic of Slovenia, the activities carried out at the ministry are also included. The paper presents the key European and national strategic documents that provide the framework for adapting to climate change and introducing sustainable solutions within the defence sector. It outlines how climate change affects the functioning of the Slovenian Armed Forces and how they are adapting to the requirements of the green transition.Climate change poses a threat to international peace and security and directly affects armed forces, as military equipment is often not designed for operation in extreme weather conditions. In today’s world, natural disasters are increasingly frequent, requiring armed forces to provide assistance and adapt technologically in order to respond effectively. It is essential for armed forces to reduce greenhouse gas emissions and their dependence on fossil fuels as quickly as possible, while maintaining operational efficiency and readiness. To support these objectives, the Ministry of Defence of the Republic of Slovenia has prepared the Long-Term Guidelines for Increasing Resilience to Climate Change, which define the goals and measures for adapting to climate change and mitigating its impacts. An important step towards greater energy efficiency is the partnership between the Slovenian Innovation Hub for Green Technologies and Energy-Efficient Solutions and the Ministry of Defence. Together, they established the Slovenian Partnership for Energy and the Environment in Defence. In addition, the Ministry actively promotes the development and use of hydrogen technologies, which hold significant potential for various defence applications. The findings show that the green transition in the defence sector is a long-term and demanding process that requires close cooperation between state institutions, industry, and research organisations. Progress will be possible only through continuous technological development, investment in infrastructure, and efforts to balance environmental goals with the operational needs of the Slovenian Armed Forces.
