Title:Primerjalna analiza specialnih vojaških enot Združenih držav Amerike, Rusije in Slovenije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava ključne značilnosti treh elitnih formacij, katerih razvoj in delovanje odražata specifične varnostne potrebe ter geopolitične okoliščine ZDA, Rusije in Slovenije. Poseben poudarek je namenjen ameriškim Navy SEAL-om, ruskim enotam Spetsnaz in slovenski Enoti za specialno delovanje, pri čemer so bile analizirane njihove organizacijske strukture, procesi selekcije in usposabljanja, operativne naloge ter uporaba opreme in tehnologije. Analiza je pokazala, da ameriške enote izstopajo po globalnem dosegu in tehnološki premoči, ruske po hibridnem značaju, kjer se vojaške in politične naloge prepletajo, slovenska enota pa po prilagodljivosti in osredotočenosti na nacionalne potrebe ter mednarodno sodelovanje. Razlike so opazne tudi pri usposabljanju in selekciji, ki se v ameriškem modelu odlikujeta po dolgotrajni in intenzivni preizkušnji kandidatov, v ruskem po disciplini in zvestobi državi, v slovenskem pa po skladnosti s standardi zavezništva. Kljub razlikam se kaže skupna usmeritev vseh treh enot v visoko stopnjo usposobljenosti, pripravljenosti in prilagodljivosti, kar jim omogoča učinkovito delovanje v zahtevnih in hitro spreminjajočih se varnostnih razmerah. Njihovo delovanje je hkrati odraz širših nacionalnih varnostnih strategij, ki določajo način organizacije, opremljenosti in uporabe specialnih sil. Ameriški pristop izhaja iz potrebe po globalni projekciji moči in hitrem odzivu na krizna žarišča, ruski temelji na kombinaciji tradicionalnih vojaških vrednot in politične instrumentalizacije sile, slovenski pa na prilagoditvi zavezniškim standardom ter poudarjeni vlogi sodelovanja v mednarodnih operacijah. Takšna primerjava razkriva, kako se posebne enote razvijajo kot odraz obrambnih prioritet in varnostnih usmeritev svojih držav, kar prispeva k razumevanju njihovega pomena v sodobnem varnostnem okolju.

Title:Comparative analysis of special military units of the United States of America, Russia and Slovenia
Abstract:The thesis examines the key characteristics of three elite formations whose development and operations reflect the specific security needs and geopolitical circumstances of the United States, Russia, and Slovenia. Particular emphasis is placed on the U.S. Navy SEALs, Russian Spetsnaz units, and the Slovenian Special Operations Unit, with an analysis of their organizational structures, selection and training processes, operational tasks, and the use of equipment and technology. The analysis revealed that American units stand out for their global reach and technological superiority, Russian units for their hybrid nature, where military and political roles intertwine, and the Slovenian unit for its adaptability and focus on national needs as well as international cooperation. Differences are also evident in training and selection: the American model is distinguished by its lengthy and intense candidate testing, the Russian by its emphasis on discipline and loyalty to the state, and the Slovenian by its alignment with alliance standards. Despite these differences, all three units share a common orientation toward a high level of competence, readiness, and adaptability, enabling effective performance in demanding and rapidly changing security conditions. Their operations also reflect broader national security strategies that shape the organization, equipment, and deployment of special forces. The American approach stems from the need for global power projection and rapid crisis response, the Russian is based on a combination of traditional military values and the political instrumentalization of force, while the Slovenian emphasizes adaptation to allied standards and a strong role in international operations. This comparative perspective reveals how special forces evolve as expressions of their nations’ defense priorities and security orientations, contributing to a deeper understanding of their significance in the modern security environment.
