Title:Globalne in nacionalne zaveze o blaženju podnebnih sprememb ter njihov vpliv na slovenski turizem

Abstract:Za širše razumevanje odnosa med slovenskim turizmom in blaženjem podnebnih sprememb je treba razumeti umeščenost Slovenije v globalne in nacionalne zaveze o razogljičenju in s tem blaženju podnebnih sprememb. Po Pariškem sporazumu (2021) morajo države do leta 2050 uravnotežiti izpuste s ponori. Za Slovenijo imajo osrednji pomen zaveze Evropske unije glede zelenega prehoda in Slovenija vsako leto poroča tako Sekretariatu UNFCCC kot Evropski komisiji o izpustih in ponorih toplogrednih plinov po metodologiji IPCC. Cilj Slovenije je zmanjšanje izpustov iz ESD sektorjev (sektorji, ki niso vključeni v sistem trgovanja z izpusti oz. emisijskimi kuponi) za 20 % do leta 2030 (glede na 2005), kar se upošteva v Celovitem nacionalnem energetskem in podnebnem načrtu Republike Slovenije (NEPN 2020). Od Djerba deklaracije (2004) in Davos deklaracije (2007) do zadnje Glasgowske deklaracije (2021), Svetovna turistična organizacija (UNWTO) progresivno nagovarja turistične deležnike k zmanjševanju ogljičnega odtisa. Na nacionalni ravni je Strategija slovenskega turizma (2022-2028) prva neposredno naslovila vlogo turizma pri blaženju podnebnih sprememb, kar je med drugim tudi vodilo k financiranju raziskave »CRP V7-2128 Podnebne spremembe in trajnostni razvoj turizma v Sloveniji«. Potrebne strateške preusmeritve trajnostnega razvoja turizma v Sloveniji naj sledijo hierarhično razporejenih področjih ukrepov zmanjševanja izpustov.

Title:Global and national commitments to mitigating climate change and their impact on Slovenian tourism
Abstract:According to the Paris Agreement (2021), countries must reach carbon neutrality by 2050. For Slovenia, the commitments of the European Union regarding the green transition are of central importance. Slovenia reports annually to both the UNFCCC Secretariat and the European Commission on its emissions following the IPCC methodology. Slovenia aims to reduce emissions from ESD sectors by 20% by 2030 (compared to 2005). Such commitments are reflected in tourism at both global and national levels. From the Djerba Declaration (2004) and the Davos Declaration (2007) to the most recent Glasgow Declaration (2021), the World Tourism Organization (UNWTO) has progressively urged tourism stakeholders to reduce their carbon footprint. At the national level, the Slovenian Tourism Strategy (2022-2028) is the first to directly address the role of tourism in climate change mitigation, which also led to the funding of the research project "CRP V7-2128 Climate Change and Sustainable Tourism Development in Slovenia." Necessary strategic shifts towards carbon footprint reductions of Slovenian tourism should follow a hierarchically arranged set of measures for emission reduction: avoidance, reduction, alternatives, and, only as a last resort, offsetting greenhouse gases.
