Title:Varovanje športnih prireditev : povezava policije, varnostnih služb in sodobnih tehničnih rešitev

Abstract:V diplomskem delu je bila obravnavana problematika varovanja športnih prireditev, pri čemer je bila izpostavljena povezava med policijo, zasebnimi varnostnimi službami in uporabo sodobnih tehničnih rešitev. Namen dela je bil preučiti pomen varovanja, zakonodajno podlago ter operativne vidike izvedbe, z osredotočenostjo na vprašanja o dopolnjevanju dela policije in varnostnih služb, vlogi tehničnih rešitev ter možnostih njihovega vključevanja v prakso. Raziskava je bila izvedena z uporabo deskriptivne metode ter analize zakonodaje, strokovne literature in primera varovanja nogometne tekme med Rijeko in Olimpijo. Ugotovljeno je bilo, da učinkovito varovanje temelji na preventivnih ukrepih, skrbnem načrtovanju, zadostnem številu usposobljenega osebja in usklajenem delovanju vseh deležnikov. Tehnične rešitve, kot so videonadzor, droni in nadzor dostopa do prizorišča, lahko pomembno prispevajo k večji učinkovitosti, kar se je v tujini že večkrat izkazalo za zelo učinkovito. V Sloveniji se tovrstne rešitve deloma že uporabljajo, vendar njihovo uporabo omejuje zakonodaja in potreba po strokovnem ravnanju. Poudariti želimo, da je optimalen model varovanja tisti, ki združuje organizacijsko pripravo, sodelovanje policije in varnostnih služb ter premišljeno vključevanje sodobnih tehnologij, saj se le tako lahko zagotovi varnost, okrepi zaupanje javnosti in ohrani šport kot pozitivno družbeno izkušnjo.

Title:Security of sports events: integrating police, private security and modern technological solutions : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract:This thesis addresses the issue of security at sports events, with a particular focus on the cooperation between the police, private security services, and the use of modern technological solutions. The aim of the research was to examine the importance of security, the legal framework, and the operational aspects of practice, with emphasis on the complementarity of police and private security work, the role of technological solutions, and the possibilities of their integration into practice. The research was conducted using the descriptive method and through an analysis of legislation, professional literature, and a case study of the security arrangements at a football match between Rijeka and Olimpija. The findings revealed that effective security is based on preventive measures, careful planning, sufficient numbers of trained personnel, and coordinated action among all stakeholders. Technological solutions such as video surveillance, drones, and access control systems can significantly enhance efficiency, as has already been proven effective abroad. In Slovenia, such solutions are partly in use, but their application is limited by legislation and the need for professional handling. The thesis highlights that the optimal security model is the one combining organizational preparation, cooperation between the police and security services, and the thoughtful integration of modern technologies, as only this approach ensures safety, strengthens public trust, and preserves sport as a positive social experience.
