Title:Predlog izboljšanega postopka odstranjevanja azbestnih gradbenih materialov : diplomsko delo

Abstract:Diplomsko delo obravnava problematiko odstranjevanja azbestnih gradbenih materialov, s poudarkom na strešnih kritinah, ki v Sloveniji še vedno predstavljajo pomemben vir tveganja za zdravje ljudi in onesnaženje okolja. V prvem delu naloga predstavi zgodovino uporabe azbesta, njegove fizikalne lastnosti, vrste materialov ter vplive na zdravje in okolje. Sledi pregled evropske in slovenske zakonodaje, ki ureja ravnanje z azbestom, ter analiza zahtev glede organizacije gradbišča, osebne varovalne opreme, prijave del in pravilnega ravnanja z odpadki. Osrednji del naloge obravnava trenutno prakso odstranjevanja azbestnih materialov v Sloveniji in Evropi, pri čemer so izpostavljene ključne pomanjkljivosti: neustrezno usposabljanje delavcev, pomanjkljiv nadzor, neuporaba sodobnih tehnoloških rešitev, neustrezno pakiranje in transport odpadkov ter odsotnost meritev onesnaženosti zraka po zaključku del. Na podlagi identificiranih vrzeli naloga predlaga izboljšan tehnološki proces odstranjevanja azbestnih kritin. Predlagani sistem vključuje uporabo enkapsulacijskih sredstev in tehnične pene za zmanjšanje sproščanja vlaken, uvedbo lokalnih in centralnih HEPA filtracijskih enot, uporabo optičnih senzorjev ALERT za sprotno spremljanje koncentracije vlaken v zraku ter integracijo BIM pristopa za boljše načrtovanje, koordinacijo deležnikov in digitalno sledljivost odpadkov. Dodatno so predstavljene izboljšave v organizaciji gradbišča, dekontaminaciji, pakiranju in označevanju odpadkov, vključno z uporabo RFID ali QR sistema. Ugotovitve naloge kažejo, da bi uvedba nadgrajenega procesa pomembno zmanjšala zdravstvena in okoljska tveganja, izboljšala preglednost postopkov ter omogočila učinkovitejše upravljanje sanacijskih projektov. Kljub višjim začetnim stroškom in potrebi po dodatnem usposabljanju delavcev so dolgoročne koristi jasne – varnejša izvedba del, boljše varstvo okolja ter zmanjšanje tveganja nelegalnega odlaganja. Predlagani sistem tako predstavlja izvedljivo, napredno in prihodnostno usmerjeno rešitev za varno odstranjevanje azbesta v Sloveniji.

Title:Development of an improved method for removing asbestos building materials
Abstract:The thesis addresses the challenges associated with the removal of asbestos-containing building materials, with a particular focus on asbestos-cement roof sheets, which remain a significant health and environmental risk in Slovenia. The introductory chapters present the history of asbestos use, its physical properties, types of asbestos materials, and their impact on human health and the environment. This is followed by an overview of European and Slovenian legislation regulating asbestos handling, as well as requirements concerning site organisation, personal protective equipment, work notifications, and waste management procedures. The central part of the thesis analyses current asbestos-removal practices in Slovenia and Europe, highlighting major shortcomings such as insufficient worker training, inadequate supervision, limited use of modern technologies, improper packaging and transport of waste, and the absence of mandatory post-removal air monitoring. Based on these gaps, the thesis proposes an improved technological process for the safe removal of asbestos roofing materials. The proposed system integrates encapsulation products and technical foam to reduce fibre release, local and central HEPA filtration units, and the ALERT optical sensor system for real-time airborne fibre monitoring. Additionally, the system incorporates a BIM-based approach to enhance planning, stakeholder coordination, and digital traceability of asbestos waste. Improvements in site organisation, decontamination procedures, packaging and labelling of waste, including RFID or QR-based tracking, are also presented. The findings demonstrate that implementing such an advanced removal system would significantly reduce health and environmental risks, increase procedural transparency, and improve the efficiency of remediation projects. Although the approach requires higher initial costs and additional worker training, the long-term benefits—safer work execution, improved environmental protection, and reduced illegal dumping—are substantial. The proposed system thus represents a feasible, technologically progressive, and future-oriented solution for asbestos remediation in Slovenia.
