Title:Analiza tatvine tovora in piratstvo kot varnostno tveganje v oskrbovalnih verigah : diplomsko delo

Abstract:Diplomsko delo obravnava varnostna tveganja v sodobnih oskrbovalnih verigah, s posebnim poudarkom na tatvinah tovora v cestnem prometu znotraj Evropske unije in piratstvu v pomorskem prometu. Avtor izpostavlja, da tovrstna kriminalna dejanja ne povzročajo zgolj neposrednih finančnih izgub zaradi ukradenega blaga, temveč sprožajo verižne reakcije motenj: zamude pri dobavah, prekinitve proizvodnje, povišanje zavarovalnih premij in izgubo zaupanja poslovnih partnerjev. V okviru cestnega prometa analiza kaže, da so najbolj ogrožene gospodarsko razvite države z gostim tranzitnim prometom, predvsem Nemčija, Francija, Italija in Združeno kraljestvo, pa tudi Španija. Najpogostejše tarče tatvin so visoko vrednostni in hitro unovčljivi izdelki, kot so hrana in pijača, elektronika, farmacevtski izdelki ter tobak. Kriminalne združbe postajajo vse bolj sofisticirane; namesto klasičnih vlomov na nevarovanih parkiriščih vse pogosteje uporabljajo notranje informacije, lažne identitete prevoznikov in digitalne prevare. Na področju pomorskega prometa delo izpostavlja kritična žarišča, kot sta Rdeče morje (Bab el-Mandeb) in Gvinejski zaliv. Piratski napadi in geopolitične napetosti silijo ladjarje v preusmeritve poti okoli Afrike, kar drastično podaljšuje tranzitne čase in viša stroške goriva ter zavarovanj. Za obvladovanje teh tveganj avtor predlaga celovit pristop, ki združuje preventivne, reaktivne in strateške ukrepe. Kot najučinkovitejše preventivne rešitve se izkazujejo uporaba certificiranih varovanih parkirišč, napredni sistemi za sledenje (GPS), ter v primeru visoko vrednostnega blaga, varovana spremstva, kar v praksi potrjujejo podjetja kot sta ASTRAZ in Kuehne+Nagel. Zavarovanja (npr. CMR) so ključna za finančno stabilnost, vendar ne preprečujejo operativnih motenj, zato morajo biti del širše strategije odpornosti. Zaključek naloge poudarja, da popolna odprava tveganj ni mogoča, vendar lahko podjetja z uporabo sodobnih tehnologij, mednarodnim sodelovanjem (npr. TAPA standardi) in gradnjo kulture varnosti bistveno povečajo odpornost svojih oskrbovalnih verig.

Title:Analysis of cargo theft and piracy as security risk in supply chains
Abstract:Here is the English translation of the summary for the diploma thesis by Anže Žunec, titled Analysis of cargo theft and piracy as a security risk in supply chains: The diploma thesis addresses security risks in modern supply chains, with a specific focus on cargo theft in road transport within the European Union and piracy in maritime transport. The author highlights that these criminal acts do not merely cause direct financial losses due to stolen goods, but trigger a chain reaction of disruptions: delivery delays, production interruptions, increased insurance premiums, and a loss of trust among business partners. In the context of road transport, the analysis shows that economically developed countries with dense transit traffic are most at risk, particularly Germany, France, Italy, the United Kingdom, and also Spain. The most frequent targets of theft are high-value and highly liquid products, such as food and beverages, electronics, pharmaceutical products, and tobacco. Criminal groups are becoming increasingly sophisticated; instead of classic break-ins at unsecured parking lots, they are increasingly utilizing insider information, fake carrier identities, and digital fraud. Regarding maritime transport, the work highlights critical hotspots such as the Red Sea (Bab el-Mandeb) and the Gulf of Guinea. Pirate attacks and geopolitical tensions are forcing shipping companies to reroute vessels around Africa, which drastically increases transit times and raises fuel and insurance costs. To manage these risks, the author proposes a comprehensive approach combining preventive, reactive, and strategic measures. The most effective preventive solutions prove to be the use of certified secure parking areas, advanced tracking systems (GPS), and, in the case of high-value goods, security escorts, as confirmed in practice by companies like ASTRAZ and Kuehne+Nagel. Insurance (e.g., CMR) is crucial for financial stability but does not prevent operational disruptions, and therefore must be part of a broader resilience strategy. The conclusion of the thesis emphasizes that total elimination of risks is impossible, but companies can significantly increase the resilience of their supply chains through the use of modern technologies, international cooperation (e.g., TAPA standards), and by building a culture of security.
