Title:Return and stay, or not? Venezia Giulia at the end of the First World War and the case of women without the right of residence

Abstract:Based on an analysis of documents preserved in the Trieste State Archives, this article describes the difficulties faced by the civilian population in the Venezia Giulia region at the end of the First World War. In particular, it examines the challenges encountered by women who did not have the right of residence (pertinenza) in the region and were therefore denied permission to return or remain. With the occupation of Venezia Giulia by the Italian army at the beginning of November 1918, the new authorities sought to control repatriation and implemented strict measures against various categories of civilians to prevent the resettlement of undesirable or potentially dangerous individuals. At the same time, those considered harmful to the occupation were required to leave the area. The status of non-pertinenza was thus very useful for the new authorities in preventing the repatriation of former refugee women or in stopping unwanted women from remaining in the region.

Abstract:Sulla base dell’analisi dei documenti conservati nell’Archivio di Stato di Trieste, l’articolo descrive le difficoltà incontrate dalla popolazione civile nella Venezia Giulia alla fine della Prima guerra mondiale. In particolare, affronta le criticità affrontate dalle donne che non avevano la pertinenza nella regione e alle quali era quindi negato il permesso di tornare oppure rimanere. Con l’occupazione della Venezia Giulia da parte dell’esercito italiano agli inizi di novembre 1918, le nuove autorità cercarono di esercitare il controllo dei rimpatri e perciò applicarono severe misure contro varie categorie di civili per impedire il reinsediamento di persone indesiderabili o potenzialmente pericolose. Allo stesso tempo, coloro che erano considerati dannosi per l’occupazione furono costretti a lasciare il territorio. Lo status di coloro senza pertinenza fu quindi molto funzionale alle nuove autorità per impedire il rimpatrio nella regione delle ex rifugiate o per impedire alle donne sgradite di rimanerci.
