Abstract:Motnje v oskrbovalnih verigah kobalta pomembno vplivajo na trg v Evropski uniji. Močna odvisnost Evropske unije od ozkega kroga držav proizvajalk, predvsem Demokratične republike Kongo in Kitajske, povečuje ranljivost oskrbe ter povzroča izrazito nihanje cen. Geopolitična trenja, pandemije, omejitve izvoza, regulativne spremembe in logistične motnje se hitro odražajo v zmanjšani razpoložljivosti kobalta, kar ima neposredne posledice za industrijo baterij, električna vozila, elektroniko in digitalne tehnologije. Evropska unija zato pospešeno razvija strategije za zmanjšanje tveganj in krepitev strateške avtonomije. Ključni ukrepi vključujejo diverzifikacijo dobaviteljev, spodbujanje lastne pridobivanja in predelave, povečanje deleža recikliranega kobalta ter digitalizacijo in večjo transparentnost oskrbovalnih verig. Krepitev odpornosti oskrbovalnih verig tako postaja strateška prednostna naloga, saj stabilna preskrba s kritičnimi surovinami omogoča konkurenčnost evropske industrije in pospešuje prehod v trajnostno gospodarstvo.

Title:The impact of supply chain disruptions on the cobalt market in the European Union
Abstract:Disruptions in cobalt supply chains have a significant impact on the market in the European Union. The European Union strong dependence on a small group of producing countries, primarily the Democratic Republic of the Congo and China, increases supply vulnerability and causes pronounced price fluctuations. Geopolitical tensions, pandemics, export restrictions, regulatory changes, and logistical bottlenecks quickly affect cobalt availability, directly influencing the battery industry, electric vehicles, electronics, and digital technologies. The European Union is therefore rapidly developing strategies to reduce risks and strengthen its strategic autonomy. Key measures include diversifying suppliers, supporting domestic extraction and processing, increasing the share of recycled cobalt, and improving digitalization and transparency of supply chains. Special emphasis is placed on the circular economy, as recycling significantly reduces import dependency while lowering environmental pressures. These measures are essential for supporting the green and digital transition and for achieving the goals of the European industrial policy by 2030. Strengthening the resilience of supply chains has thus become a strategic priority, since stable access to critical raw materials ensures the competitiveness of European industry and accelerates the shift toward a sustainable economy
