Title:Zavarovalniške goljufije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava pojav zavarovalniških goljufij kot enega najresnejših izzivov sodobnega zavarovalništva. Zavarovanje temelji na načelih solidarnosti, zaupanja in enakomerne porazdelitve tveganj, a je sistem ogrožen zaradi negativne selekcije, moralnega hazarda in protipravnih dejanj posameznikov. Goljufije se pojavljajo v različnih oblikah – od lažnih prijav škode, prirejenih prometnih nesreč, ponarejenih zdravstvenih storitev do namernih požigov. Njihove posledice niso le neposredna finančna škoda za zavarovalnice, temveč tudi višje premije za vse zavarovance ter zmanjšano zaupanje v finančni sistem. Poseben poudarek naloga namenja forenzičnim metodam odkrivanja goljufij, kot so analitična orodja, specializirane enote in pravni mehanizmi, ki pomagajo pri dokazovanju nepravilnosti. Empirični del temelji na intervjujih z zaposlenimi v eni izmed slovenskih zavarovalnic, kjer so raziskana njihova mnenja, izkušnje in ocene uspešnosti pri preprečevanju goljufij. Rezultati potrjujejo, da se zavarovalniške goljufije obravnavajo kot kompleksen problem, ki zahteva sodelovanje zavarovalnic, policije, forenzičnih strokovnjakov in zakonodaje. Zaključek poudarja, da učinkovito preprečevanje temelji na kombinaciji pravnih ukrepov, tehnoloških rešitev in ozaveščanja javnosti.

Title:Insurance frauds
Abstract:This thesis examines insurance fraud as one of the most serious challenges in contemporary insurance. Insurance relies on solidarity, trust, and the fair distribution of risks, yet the system is threatened by adverse selection, moral hazard, and fraudulent behavior. Fraud takes many forms – false claims, staged car accidents, fabricated medical services, or deliberate arson. Its consequences extend beyond direct financial losses for insurers to higher premiums for policyholders and reduced confidence in the financial system. The thesis pays particular attention to forensic detection methods, including analytical tools, specialized investigative units, and legal mechanisms that support the identification and prosecution of fraudulent activities. The empirical research is based on interviews with employees of a Slovenian insurance company, analyzing their views, experiences, and assessments of effectiveness in fraud prevention. Findings confirm that insurance fraud is a complex issue requiring cooperation between insurers, police, forensic experts, and legislators. The conclusion highlights that successful prevention is grounded in a combination of legal measures, technological innovation, and public awareness, ensuring the stability and integrity of the insurance sector.
