Title:Preiskovanje požarov v industrijskih objektih : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Preiskovanje požarov v industrijskih objektih je v zadnjih letih pogosto omenjena tema. Ker so taki dogodki vedno pogostejši, je pomembno, da se bralcem predstavi potek preiskovanja požarov, zlasti v industrijskih objektih, ter se jim približa nevarnosti in pomanjkljivosti, ki lahko privedejo do požara. Preiskovanje in iskanje vzroka požara je razdeljeno na dvanajst faz preiskovanja, ki si kronološko sledijo. Kot kaznivo dejanje so opredeljeni v 222. in 314. členu Kazenskega zakonika, medtem ko se njegov 220. člen lahko uporabi pri požaru za poškodovanje tuje stvari. Preiskava se začne izvajati že med požarom z namenom odkrivanja znakov kaznivega dejanja, iskanja vzroka požara in lažjega nadaljnjega preiskovanja. Požar v Melaminu je bil izbran zaradi obsežnosti in specifičnosti samega dogodka ter tudi kasnejših aktivnosti. Pri tem dogodku je prišlo do eksplozije zaradi človeške napake, ki je terjala sedem življenj. Za namen razjasnitve preiskovanja tovrstnih dogodkov smo opravili intervju z vodjo oddelka za premoženjsko kriminaliteto Benjaminom Franco, pri čemer sta se s pomočjo vprašanj glede preiskovanja tovrstnih dogodkov predstavila delo preiskovalcev in statistika uspešnosti preiskovanja. S pomočjo intervjuja se je analiziralo delo in ugotovilo, da so najpogostejši vzroki za nastanek požara nepravilna raba električnih naprav, neprevidno ravnanje z odprtim ognjem, samovžig, dotrajanost napeljav, nepravilno vzdrževanje in nepravilno skladiščenje snovi. Iz tega je razvidno, da je ključno, da podjetja vlagajo v požarno varnost z integracijo sistemov za zaznavanje požara. Delodajalci morajo več pozornosti posvetiti usposabljanju zaposlenih na področju varstva in zdravja pri delu ter varstva pred požarom, rednemu vzdrževanju strojev in integraciji aktivnih sistemov za gašenje ter tako preprečiti morebitne ponovitve takih dogodkov.

Title:Investigating fires in industrial facilities
Abstract:The investigation of fires in industrial facilities has become an increasingly discussed topic in recent years. As such incidents are increasingly common, it is essential to present the process of fire investigation, particularly in industrial environments, and to raise awareness of the potential hazards and shortcomings that can lead to fire outbreaks. The process of determining the cause of a fire is divided into twelve chronological phases. Fires are classified as criminal offenses under Articles 222 and 314 of the Criminal Code (KZ-1), while Article 220 may apply in cases involving damage to another person’s property. A fire investigation typically begins during the fire itself, with the aim of detecting signs of criminal activity, identifying the origin and cause of the fire, and facilitating further inquiry. The Melamin factory fire was selected as a case study due to its scale, specificity, and the subsequent investigative procedures. The incident involved an explosion caused by human error, resulting in the loss of seven lives. To clarify the investigation process, an interview was conducted with Benjamin Franc, head of the Property Crime Department. Through targeted questions, the study explored the work of investigators and the success rate of fire investigations. The interview revealed that the most common causes of fires include improper use of electrical devices, careless handling of open flames, spontaneous combustion, outdated wiring, poor maintenance, and improper storage of hazardous substances. These findings emphasize the importance of investing in fire safety through the integration of fire detection and suppression systems. Employers must devote greater attention to employee training in occupational health, safety, and fire protection, ensure regular maintenance of machinery, and implement active fire protection systems to prevent similar incidents in the future.
