Title:Vpliv podnebnih sprememb na nacionalno varnost : analiza pripravljenosti Slovenije na okoljske grožnje

Abstract:Podnebne spremembe predstavljajo resen in vse bolj očiten izziv za nacionalno varnost Republike Slovenije. Povečana pogostost in intenzivnost ekstremnih vremenskih dogodkov, kot so poplave, suše, vročinski valovi in neurja, neposredno vpliva na delovanje ključnih sistemov države, vključno z infrastrukturo, energetiko, kmetijstvom in upravljanjem vodnih virov. Ti vplivi delujejo kot t. i. multiplikator groženj, saj povečujejo ranljivost obstoječih družbenih, gospodarskih in okoljskih sistemov. Ugotovitve raziskave kažejo, da Slovenija kljub relativno dobro razvitim normativnim in institucionalnim okvirjem še vedno nima optimalne pripravljenosti na dolgoročne posledice podnebnih sprememb. Posebni izzivi so povezani s kaskadnimi učinki motenj v ključnih sektorjih, pomanjkanjem medresorske koordinacije, omejenimi finančnimi viri ter pomanjkljivim preventivnim delovanjem. Prilagoditev na podnebne spremembe in krepitev odpornosti države postajata vse pomembnejša elementa nacionalne varnosti. Dolgoročno bo sposobnost Slovenije, da učinkovito upravlja tveganja, povezana s podnebnimi spremembami, odločilna za stabilnost družbe, zanesljivo delovanje infrastrukture ter zaščito prebivalstva. Raziskava poudarja potrebo po strateškem vključevanju podnebnih projekcij v razvojne in varnostne politike, nadgradnji sistemov zgodnjega opozarjanja ter celovitem, medresorskem pristopu k dolgoročnemu upravljanju tveganj

Title:The impact of the climate change on the national security: an analysis of Slovenia's capability to face environmental threats : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract:Climate change represents a serious and increasingly evident challenge to the national security of the Republic of Slovenia. The rising frequency and intensity of extreme weather events, such as floods, droughts, heatwaves, and storms, directly affect the functioning of the country’s critical systems, including infrastructure, energy, agriculture, and water resource management. These impacts act as a so-called “threat multiplier,” increasing the vulnerability of existing social, economic, and environmental systems. The findings of the study indicate that, despite a relatively well-developed normative and institutional framework, Slovenia is still not optimally prepared for the long-term consequences of climate change. Key challenges include cascading effects of disruptions across critical sectors, insufficient inter-agency coordination, limited financial resources, and inadequate preventive measures. Adaptation to climate change and strengthening national resilience are becoming increasingly important components of national security. In the long term, Slovenia’s ability to effectively manage climate-related risks will be decisive for societal stability, reliable functioning of infrastructure, and the protection of its population. The study emphasizes the need for strategic integration of climate projections into development and security policies, the enhancement of early warning systems, and a comprehensive, inter-agency approach to long-term risk management.
