Title:Zasnova sanacije potoka Ljubija po poplavah avgusta 2023 : magistrsko delo

Abstract:Magistrska naloga analizira posledice hudourniške poplave potoka Ljubija, ki je avgusta 2023 povzročila obsežne poškodbe infrastrukture, vključno z vodovodnim sistemom, cevovodi in prometnimi povezavami. Namen dela je preučiti načrtovanje in izvedbo intervencijskih in sanacijskih ukrepov ob upoštevanju sonaravnega urejanja vodotokov, vpliva podnebnih sprememb in zagotavljanja varne oskrbe s pitno vodo. Analiza temelji na tehnični dokumentaciji, terenskih meritvah in strokovni literaturi ter obravnava hidravlične, geomorfološke, ekološke in družbene vidike poplavnega dogodka. Rezultati so pokazali, da ekstremni vremenski dogodki postajajo pogostejši in intenzivnejši, kar povečuje tveganje za škodo na infrastrukturi in oskrbo z vodo. Sanacija je bila izvedena v dveh fazah: prvo so zajemali takojšnje interventne ukrepe, drugo pa dolgoročni program stabilizacije struge, zaščite brežin in obnove infrastrukture. Uporaba sonaravnih pristopov je izkazala večjo odpornost infrastrukture in ohranjanje naravnih procesov. Delo poudarja nujnost upoštevanja podnebnih sprememb, integriranega pristopa med strokovnjaki in oblastmi ter celovitega načrtovanja zaščite pred hudourniškimi poplavami za zmanjšanje tveganja in dolgoročno stabilnost območij.

Title:Conceptual design of remediation measures for the Ljubija stream after the august 2023 floods
Abstract:The thesis analyses the consequences of the flash flood of the Ljubija stream, which caused extensive damage to infrastructure, including the water supply system, pipelines, and transport connections in August 2023. The purpose of the thesis is to examine the planning and implementation of emergency and rehabilitation measures while considering sustainable watercourse management, the impact of climate change, and the need to ensure a safe drinking water supply. The analysis is based on technical documentation, field measurements, and professional literature, and addresses the hydraulic, geomorphological, ecological, and social aspects of the flood event. The results show that extreme weather events are becoming more frequent and more intense, increasing the risk of damage to infrastructure and water supply systems. The rehabilitation was carried out in two phases: the first included immediate emergency interventions, while the second focused on a longterm programme of riverbed stabilisation, bank protection, and infrastructure restoration. The use of sustainable approaches demonstrated greater infrastructure resilience and the preservation of natural processes. The thesis highlights the necessity of considering climate change, adopting an integrated approach among experts and authorities, and implementing a comprehensive planning of flashflood protection measures to reduce risk and ensure longterm stability of affected areas.
