Title:Vpliv človeškega dejavnika na prometne nesreče s smrtnim izidom : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Prometne nesreče so globalno pomemben javnozdravstveni problem, ki povzroča številne smrtne žrtve, poškodbe in socialne ter gospodarske posledice. So rezultat kompleksne interakcije treh dejavnikov: človeškega, tehničnega in prometnega okolja, pri čemer je človeški dejavnik najpogostejši sprožilec nesreč s hudimi ali smrtnimi posledicami. Pogosti vzroki vključujejo nepazljivost, neupoštevanje predpisov, neprilagojeno hitrost, vožnjo pod vplivom alkohola ali drog, utrujenost in odvračanje pozornosti, medtem ko tehnični sistemi in stanje prometnega okolja lahko povečajo ali zmanjšajo tveganje. Namen diplomskega dela je bil raziskati vpliv človeškega dejavnika na prometne nesreče s smrtnim izidom, preučiti vedenjske vzorce voznikov, ki povečujejo tveganje, in oceniti učinkovitost preventivnih ukrepov. Cilji vključujejo analizo vpliva človeškega dejavnika, identifikacijo ključnih vedenjskih vzorcev, oceno preventivnih ukrepov ter predlog priporočil za zmanjšanje smrtnosti v prometu. Diplomsko delo je temeljilo na analizi domače in tuje literature, komparaciji raziskav ter analizi in sintezi podatkov. Viri so zajemali mednarodne in nacionalne baze, strokovne revije, registre ter statistična poročila (npr. Policija, Javna agencija RS za varnost prometa, WHO, Eurostat). Pri iskanju in izbiri literature so bili upoštevani kriteriji aktualnosti, tematske ustreznosti in dostopnosti celotnega besedila. Ugotovili smo, da se število smrtnih prometnih nesreč v Sloveniji dolgoročno zmanjšuje, čeprav so med posameznimi leti prisotna izrazita nihanja. Večina smrtnih prometnih nesreč je povezana s človeškim dejavnikom, ki predstavlja daleč najpogostejši vzrok njihovega nastanka. Med človeškimi dejavniki najpogosteje prevladuje neprilagojena oziroma prehitra vožnja, sledijo nepravilna smer vožnje, neupoštevanje pravil ter alkohol in druge psihoaktivne snovi.

Title:The impact of the human factor on traffic accidents with fatal outcomes
Abstract:Traffic accidents are a globally significant public health issue, causing numerous fatalities, injuries, and social and economic consequences. They result from the complex interaction of three factors: human, technical, and traffic environment, with the human factor being the most frequent trigger of severe or fatal accidents. Common causes include inattention, failure to follow traffic regulations, inappropriate speed, driving under the influence of alcohol or drugs, fatigue, and distraction, while technical systems and the condition of the traffic environment can either increase or reduce the risk. The aim of the thesis was to examine the impact of the human factor on fatal traffic accidents, to analyze driver behavioral patterns that increase risk, and to evaluate the effectiveness of preventive measures. The objectives included analyzing the influence of the human factor, identifying key behavioral patterns, assessing preventive measures, and proposing recommendations to reduce traffic fatalities. The thesis was based on an analysis of domestic and international literature, comparison of studies, and synthesis of data. Sources included international and national databases, professional journals, registries, and statistical reports (e.g., Police, the Slovenian Traffic Safety Agency, WHO, Eurostat). When searching and selecting literature, criteria such as relevance, topical appropriateness, and accessibility of full texts were applied. We found that the number of fatal road traffic accidents in Slovenia has been decreasing in the long term, although notable fluctuations occur between individual years. The majority of fatal traffic accidents are linked to human factors, which represent by far the most common cause of their occurrence. Among human-related factors, inappropriate or excessive speed is the most prevalent, followed by driving in the wrong direction, failure to comply with traffic rules, and the influence of alcohol or other psychoactive substances.
