Title:Potencial povratnih migracij v republiki sloveniji

Abstract:Magistrsko delo obravnava problematiko potenciala povratnih migracij v Republiki Sloveniji s posebnim poudarkom na begu možganov, torej odhajanju visoko izobražene in visoko usposobljene delovne sile v tujino. V teoretičnem delu raziskave so predstavljene temeljne opredelitve migracij in povratnih migracij, izbrane ekonomske in socialne teorije migracij, problem bega možganov ter koncept kroženja možganov. Obravnavan je tudi širši evropski okvir migracijskih politik ter položaj Slovenije, kjer se ob odhajanju dela domačega kadra hkrati pojavlja potreba po nadomeščanju delovne sile iz tujine. Posebna pozornost je namenjena projektu International Comparative Working Paper on Barriers for Successful Capitalization of Returning Migrants in raziskovalnemu poročilu Inštituta ASEF ter ZRC SAZU, ki temeljita na proučevanju pojava bega možganov v Republiki Sloveniji in opozarjata na pomen institucionalnih, ekonomskih in socialnih dejavnikov pri odločanju migrantov o vrnitvi. V empiričnem delu raziskave smo analizirali podatke ankete, ki jo je leta 2018 izvedel časnik Finance v okviru projekta TopJob Ambasador, skupaj s partnerji: družbo Competo, Združenjem Manager, Gospodarsko zbornico Slovenije, društvom VTIS (Društvo v tujini izobraženih Slovencev) in ASEF (American Slovenian Education Foundation). Bazo podatkov naše analize predstavljajo odgovori 1.441 slovenskih visoko izobraženih migrantov, ki so bili v času anketiranja bodisi v tujini bodisi so se že vrnili v Slovenijo. Ugotovitve raziskave kažejo, da imajo na željo posameznega anketiranca po vrnitvi v Slovenijo v bližnji prihodnosti največji vpliv starost, spol, zaznana kakovost življenja v tujini ter nekateri elementi vsakdanjega življenja, kot so varnost, zdravstvene storitve, družabno življenje in razmerje med delom in prostim časom. Analiza potrjuje tudi številne ugotovitve obeh projektov, ki smo ju primerjalno vključili v raziskavo. Rezultati potrjujejo, da povratnih migracij ni mogoče razlagati zgolj z ekonomskimi dejavniki, saj imajo pomembno vlogo tudi socialna vpetost, življenjski slog in širše institucionalno okolje. Ugotavljamo, da v Sloveniji obstaja določen potencial povratnih migracij visoko izobraženih posameznikov, vendar bi bilo treba za dosego tega cilja pri oblikovanju razvojnih politik bolj upoštevati mnenja in predloge posameznikov, na katere se obravnavana tematika neposredno nanaša. Na ta način bi lahko Slovenija negativne posledice bega možganov postopoma preoblikovala v pozitivne učinke kroženja možganov.

Title:Return migration potential in the republic of slovenia
Abstract:This master’s thesis addresses the issue of return migration potential in the Republic of Slovenia, with particular emphasis on brain drain, understood as the emigration of highly educated and highly skilled labour force abroad. The theoretical part of the thesis presents the basic definitions of migration and return migration, selected economic and social theories of migration, the issue of brain drain, and the concept of brain circulation. It also discusses the broader European framework of migration policies and the position of Slovenia, where the emigration of part of the domestic workforce is accompanied by the need to compensate for labour shortages through immigration. Particular attention is devoted to the project International Comparative Working Paper on Barriers for Successful Capitalization of Returning Migrants and to the research report prepared by the ASEF Institute and the Research Centre of the Slovenian Academy of Sciences and Arts. Both sources examine the phenomenon of brain drain in the Republic of Slovenia and highlight the importance of institutional, economic, and social factors in migrants’ decisions to return. In the empirical part of the thesis, we analysed data from a survey conducted in 2018 by the newspaper Finance within the framework of the TopJob Ambassador project, in cooperation with Competo, the Managers’ Association of Slovenia, the Chamber of Commerce and Industry of Slovenia, VTIS (Association of Slovenians Educated Abroad), and ASEF (American Slovenian Education Foundation). The database used in the analysis consists of responses from 1,441 highly educated Slovenian migrants who, at the time of the survey, were either living abroad or had already returned to Slovenia. The findings indicate that the strongest determinants of an individual respondent’s intention to return to Slovenia in the near future are age, gender, perceived quality of life abroad, and certain aspects of everyday life, such as safety, healthcare services, social life, and work-life balance. The analysis also confirms several findings of the two aforementioned projects, which were included in the thesis for comparative purposes. The results show that return migration cannot be explained solely by economic factors, as social embeddedness, lifestyle, and the broader institutional environment also play an important role. We conclude that Slovenia has a certain potential for the return migration of highly educated individuals. However, in order to realise this potential, development policies should take greater account of the opinions and proposals of the individuals directly concerned by this issue. In this way, Slovenia could gradually transform the negative consequences of brain drain into the positive effects of brain circulation.
