Title:Proučitev procesov računovodenja s pripravo zaključnih računov in letnih poročil v občinah ter njihova učinkovitost

Abstract:Magistrsko delo obravnava procese računovodenja ter pripravo zaključnega računa in letnega poročila v slovenskih občinah. Proučevano področje je pomembno, ker občina kot temeljna samoupravna lokalna skupnost deluje v okviru pravil javnih financ, javnega računovodstva in javnega poročanja, zato sta zaključni račun in letno poročilo med ključnimi dokumenti za zagotavljanje transparentnosti, odgovornosti in nadzora nad porabo javnih sredstev. V ospredju raziskave je vprašanje, kako so v slovenskih občinah organizirani računovodski procesi ter kako v praksi poteka priprava zaključnega računa in letnega poročila. V prvem delu magistrskega dela je obravnavan teoretičen okvir raziskave. Občina je predstavljena kot subjekt lokalne samouprave in kot oseba javnega prava, katere poslovanje je tesno povezano s proračunom, spremljanjem njegovega izvrševanja in poročanjem o porabi javnih sredstev. V nadaljevanju so obravnavani računovodenje v občini, njegova pravna in strokovna pravila, organizacija računovodske funkcije ter posebnosti računovodenja v javnem sektorju. Posebno poglavje v prvem delu je namenjeno zaključnemu računu in letnemu poročilu občine, njunemu pomenu, zakonodajnemu okviru ter vsebini in strukturi obeh dokumentov. Na tej podlagi je v tretjem poglavju predstavljen tudi proces priprave zaključnega računa in letnega poročila po posameznih fazah, od načrtovanja procesa, informacijskih sistemov in zbiranja podatkov do usklajevanja evidenc, priprave osnutkov, izdelave končnih dokumentov, njihove oddaje, objave in arhiviranja. Empirični del magistrskega dela temelji na anketni raziskavi med slovenskimi občinami. Raziskava je bila izvedena s pomočjo vprašalnika, ki je bil poslan vsem 212 slovenskim občinam, v analizo pa je bilo vključenih 92 prejetih odgovorov. Ugotovitve kažejo, da imajo slovenske občine računovodsko funkcijo organizirano znotraj občinske uprave, največkrat kot samostojno notranjo računovodsko oziroma finančno službo ali kot del širše organizacijske enote. Večina občin ima računovodski proces vsaj delno formalno opisan, odgovornosti zaposlenih v samem procesu pa so pretežno jasno opredeljene. Nekoliko manj sistematična se kaže praksa rednega posodabljanja pravilnikov, postopkov in procesnih shem, saj občine notranje akte večinoma preverjajo po potrebi, ne pa v rednih ciklih.   Rezultati nadalje kažejo, da je informacijska podpora v večini občin dobro vzpostavljena. Občine večinoma uporabljajo enoten informacijski sistem za medletno delo in za pripravo zaključnega računa ter letnega poročila, prenosi podatkov med sistemi pa so pogosto skoraj v celoti avtomatizirani. Računovodski sistemi so po ocenah občin praviloma dobro ali zelo dobro uporabni za pripravo in oddajo poročil. Kljub temu rezultati kažejo, da priprava zaključnega računa in letnega poročila ni povsem avtomatizirana, saj zaključna faza še vedno zahteva dodatna usklajevanja, preverjanja in ročne posege. Gre za časovno zahteven postopek, ki v večini občin traja od enega do dveh mesecev, pri precejšnjem deležu pa tudi od dveh do treh mesecev. Med največjimi izzivi občine izpostavljajo zbiranje podatkov, neusklajenost evidenc, nepravočasno posredovane podatke drugih organizacijskih enot in povezanih subjektov ter pomanjkanje kadrov in/ali znanja. Prav tako so v četrtem poglavju predstavljene tudi ugotovitve glede kakovosti, zahtevnosti, pravočasnosti in skladnosti priprave poročil. Občine pripravo zaključnega računa in letnega poročila večinoma ocenjujejo kot zahtevno, vendar hkrati tudi kot razmeroma uspešno, pravočasno in skladno z zakonodajo. Rezultati kažejo, da je pravočasnost poročanja v večini občin visoka, vendar pogosto dosežena ob povečani delovni obremenitvi zaposlenih. Večina občin postopke računovodenja ocenjuje kot učinkovite, vendar je iz odgovorov razvidno, da učinkovitost ne pomeni odsotnosti organizacijskih, kadrovskih in časovnih obremenitev. Title:Analysis of accounting processes related to preparation of the end-of-period financial statements and annual reports in municipalities and their efficiency
Abstract:This master’s thesis examines accounting processes and the preparation of the end of period financial statements and annual reports in Slovenian municipalities. The field of research is important because a municipality, as the basic self-governing local community, operates within the framework of public finance, public sector accounting, and public sector reporting pronouncements. Consequently, the end of period financial statements and the annual report are among the key documents for ensuring transparency, accountability and control over the use of public finance funds. The central focus of the research is the question of how accounting processes are organised in Slovenian municipalities and how end of period financial statements and the annual report are prepared in practice. The first part of the master’s thesis presents the research's theoretical framework. The municipality is described as a subject of local self-government and as a public law entity whose operations are closely linked to the budget, the monitoring of its implementation and reporting on the use of public finance funds. This is followed by a discussion of municipal accounting, its legal and professional rules, the organisation of the accounting function and the specific characteristics of accounting in the public sector. A separate chapter in the first part is devoted to the municipality’s end of period financial statements and annual report, their significance, legal framework, and the content and structure of both documents. On this basis, the third chapter also presents the process of preparing the end of period financial statements and the annual report in individual phases, from process planning, information systems, and data collection to the reconciliation of records, preparation of draft statements, compilation of final documents, their submission, publication and archiving. The empirical part of the master’s thesis is based on a survey conducted among Slovenian municipalities. The survey was conducted via a questionnaire sent to all 212 Slovenian municipalities, and the analysis included 92 responses. The findings show that Slovenian municipalities organise the accounting function within the municipal administration, most often as an independent internal accounting, financial department or as part of a broader organisational unit. Most municipalities have at least at minimum partly formally defined accounting procedures, and employees’ responsibilities are predominantly clearly defined in the process. The practice of regularly updating rules, procedures and process schemes appears somewhat less systematic, as municipalities mostly review their internal acts when necessary, rather than in regular cycles. The results further show that information support is well established in most municipalities. Municipalities generally use a unified information system for regular accounting work throughout the year and for the preparation of the end of period financial statements and annual report, while data transfers between systems are often almost fully automated. According to the municipalities’ assessments, accounting systems are generally useful or very useful for preparing and submitting reports. Nevertheless, the results show that the preparation of the end of period financial statements and annual report is not fully automated, as the final phase still requires additional reconciliations, checks and manual interventions. It is a time-consuming process which, in most municipalities, lasts from one to two months, and in a considerable share of municipalities from two to three months. Among the greatest challenges, municipalities highlight data collection, inconsistencies in records, untimely data submissions by other organisational units and related entities, and a lack of staff and/or expertise.
