Title:Analiza pritožb zoper policijo v Republiki Sloveniji med letoma 2021 in 2025 : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:V diplomskem delu so analizirane pritožbe zoper policijo v Republiki Sloveniji v obdobju med letoma 2021 in 2025. Cilj zaključnega dela je bil izvedeti, kako so se v obravnavanem obdobju spreminjali število vloženih pritožb, najpogostejši pritožbeni razlogi in izidi pritožb, ki so bile obravnavane pred senatom ministrstva. V teoretičnem delu so predstavljeni temeljni pojmi: naloge policije, policijska naloga, policijska pooblastila in policijski postopek. Predstavljen je tudi sam pritožbeni postopek, ki obsegata dve ravni. Prva raven je pomiritveni postopek, kjer med pritožnikom in vodjo policijske enote, v katero je razporejen policist, zoper katerega je bila vložena pritožba poteka razgovor o pritožbeni zadevi. Druga raven je postopek pred senatom, do katerega pride, ko pomiritveni postopek ni bil uspešno zaključen ali ko pritožnik želi nadaljnjo obravnavo. Neposredno pred senatom pa se obravnavajo težji primeri. V empiričnem delu so bili analizirani podatki letnih poročil Sektorja za pritožbe zoper policijo za obdobje 2021–2025. Podatki so bili analizirani z deskriptivno metodo ter prikazani po posameznih letih in v skupnem pregledu. Analiza je bila usmerjena v skupno število vloženih pritožb, pritožbene razloge ter število in delež utemeljenih pritožb pred senatom. Število pritožb se v obravnavanem obdobju ni postopoma zmanjševalo, temveč je med leti nihalo. Kot najpogostejši pritožbeni razlog je bila prepoznana komunikacija, ki se kaže v nedostojnem in nekorektnem odnosu policistov. V letu 2023 je nekoliko izstopala uporaba pooblastil, vendar je komunikacija v celotnem obdobju ostala najpogostejši razlog. Pri pritožbah, obravnavanih pred senatom, je bilo največ utemeljenih pritožb po številu ugotovljenih leta 2022, najvišji delež utemeljenih pritožb pa je bil ugotovljen leta 2025. Na podlagi analize je bila prva hipoteza, o postopnem zmanjševanju števila pritožb, ovržena, druga hipoteza, o komunikaciji kot najpogostejšem pritožbenem razlogu, potrjena, tretja hipoteza, ki je temeljila na utemeljenih pritožbah, pa je bila prav tako ovržena. Zaključno delo je pokazalo, da je za razumevanje pritožb v preteklem obdobju pomembno spremljati ne le njihovo število, ampak tudi njihovo vsebino in izid pritožbenega postopka.

Title:Analysis of complaints against police in the republic of slovenia between 2021 and 2025
Abstract:The thesis analyses complaints against the police in the Republic of Slovenia in the period between 2021 and 2025. The aim of the thesis was to determine how the number of filed complaints, the most common grounds for complaints, and the outcomes of complaints handled before the ministry’s panel changed during the period under review. The theoretical part presents the basic concepts: police duties, police tasks, police powers, and police procedure. It also presents the complaints procedure itself, which consists of two levels. The first level is the conciliation procedure, in which a discussion about the complaint takes place between the complainant and the head of the police unit to which the police officer against whom the complaint was filed is assigned. The second level is the procedure before the ministry's panel, which takes place when the conciliation procedure has not been successfully concluded or when the complainant wishes the complaint to be further considered. More serious cases, however, are handled directly before the panel. In the empirical part, data from the annual reports of the Police complaints division for the period 2021–2025 were analysed. The data was analysed using the descriptive method and presented by individual years as well as in an overall overview. The analysis focused on the total number of filed complaints, the grounds for complaints, and the number and proportion of justified complaints before the panel. The number of complaints did not gradually decrease during the period under review, but fluctuated between the years. Communication, reflected in disrespectful and improper conduct by police officers, was identified as the most common ground for complaint. In 2023, the use of police powers stood out somewhat, but communication remained the most common ground throughout the entire period. Among the complaints handled before the panel, the highest number of justified complaints was recorded in 2022, while the highest share of justified complaints was recorded in 2025. Based on the analysis, the first hypothesis, concerning a gradual decrease in the number of complaints, was rejected, the second hypothesis, concerning communication as the most common ground for complaint, was confirmed, and the third hypothesis, which was based on justified complaints, was also rejected. The thesis showed that, in order to understand complaints in the past period, it is important to monitor not only their number, but also their content and the outcome of the complaints procedure.
