Title:Profiliranje tujih političnih voditeljev v obveščevalni dejavnosti : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Profiliranje tujih političnih voditeljev je v diplomskem delu obravnavano kot pomemben del obveščevalne dejavnosti. S tem pristopom omogoča boljše razumevanje njihovega odločanja in vedenja, zlasti v kriznih razmerah. Poseben poudarek je namenjen profiliranju na daljavo, pri katerem se analiza izvaja brez neposrednega stika z voditeljem. Uporabljeni sta metodi analize vodstvenih lastnosti (LTA) in analize operativne kode. Z njima je omogočeno razumevanje osebnostnih značilnosti, prepričanj in vedenjskih vzorcev voditeljev na podlagi javno dostopnih virov, kot so govori, intervjuji ter drugi dokumenti. V delu je prikazano, kako se profiliranje uporablja za razumevanje in ocenjevanje verjetnosti odločanja političnih voditeljev ter kot podpora obveščevalnim analitikom pri zmanjševanju negotovosti. Na podlagi primerov Vladimirja Putina, Saddama Husseina in Kim Jong Una so predstavljene prednosti ter omejitve teh metod. Ugotovljeno je, da lahko profiliranje prispeva k ocenjevanju verjetnega vedenja voditeljev, vendar ni popolnoma zanesljivo. Do napak lahko pride zaradi napačnih interpretacij, analitičnih pristranskosti ali nepopolnih informacij. S primerjavo voditeljev je bilo ugotovljeno, da imajo določene skupne značilnosti, kot so potreba po moči, nezaupanje in centralizirano odločanje, hkrati se razlikujejo v načinu odzivanja v različnih situacijah. Poudarjeno je, da predstavlja profiliranje uporabno, vendar omejeno orodje, ki ga je treba uporabljati previdno in v kombinaciji z drugimi obveščevalnimi pristopi. Izpostavljeno je tudi, da razvoj umetne inteligence omogoča hitrejšo in obsežnejšo analizo podatkov. Poleg tega ostaja ključna vloga analitikov pri interpretaciji rezultatov in razumevanju širšega političnega ter varnostnega konteksta.

Title:Profiling of foreign political leaders in intelligence
Abstract:This bachelor’s thesis examines the profiling of foreign political leaders as an important part of intelligence activities. This approach enables a better understanding of their decision-making and behaviour, especially in crisis situations. Special emphasis is placed on profiling at a distance, where the analysis is conducted without direct contact with the leader. The methods used include Leadership Trait Analysis (LTA) and Operational Code Analysis, which allow for the examination of the leader’s personality traits, beliefs, and behavioural patterns based on publicly available sources, such as speeches, interviews, and other documents. Furthermore, the bachelor’s thesis presents how profiling is used to understand and assess the likelihood of decision-making by political leaders and how it serves as a tool for intelligence analysts in reducing uncertainty. The advantages and limitations of the two above-mentioned methods are shown based on the examples of Vladimir Putin, Saddam Hussein, and Kim Jong Un. The findings indicate that profiling can contribute to assessing the likely behaviour of political leaders. However, profiling proves not to be entirely reliable. Errors may arise as a result of misinterpretations, analytical biases, or incomplete information. A comparison of the selected leaders shows that they share certain common characteristics, such as a need for power, distrust, and centralized decision-making, but they also differ in their responses to various situations. Profiling is emphasized to be a useful yet limited tool that should be applied with caution and in combination with other intelligence approaches. Lastly, the bachelor’s thesis also highlights that the development of artificial intelligence enables faster and more comprehensive data analysis. However, analysts remain crucial in interpreting the results and understanding the broader political and security context.
