Title:Preventivna dejavnost policije na področju prepovedanih drog : študija primera Policijske postaje Velenje

Abstract:Diplomsko delo obravnava preventivno dejavnost policije na področju prepovedanih drog s poudarkom na območju Policijske postaje Velenje. Problematika prepovedanih drog predstavlja pomemben varnostni, družbeni in zdravstveni izziv, saj je povezana z različnimi oblikami kriminalitete, socialnimi posledicami ter negativnimi vplivi na posameznika in lokalno skupnost. V teoretičnem delu smo predstavlili osnovne pojme prepovedanih drog, njihova razvrstitev, učinki, povezanost s kriminaliteto ter pravni okvir in policijska pooblastila na področju obravnave kaznivih dejanj in prekrškov. Posebna pozornost je namenjena preventivni in represivni dejavnosti policije. Empirični del temelji na analizi statističnih podatkov Policijske postaje Velenje za obdobje od leta 2020 do leta 2025. Analizirani smo podatke o kaznivih dejanjih, prekrških, zaseženih prepovedanih drogah, strukturi obravnavanih oseb ter izvedenih preventivnih dejavnostih. Rezultati raziskave kažejo, da problematika prepovedanih drog na območju PP Velenje ostaja stalno prisotna. Najpogosteje obravnavana kazniva dejanja so povezana z neupravičeno proizvodnjo in prometom s prepovedanimi drogami, med prekrški pa prevladujejo kršitve po Zakonu o proizvodnji in prometu s prepovedanimi drogami. Ugotovili smo , da policija izvaja številne preventivne dejavnosti, vendar je neposredno preventivno delo na področju prepovedanih drog v primerjavi z drugimi varnostnimi področji manj zastopano. Raziskava potrjuje, da represivni ukrepi pomembno prispevajo k omejevanju ponudbe prepovedanih drog, vendar sami po sebi ne zagotavljajo dolgoročnega zmanjšanja problematike. Za učinkovito obvladovanje tega pojava je potrebno povezovanje represivnih, preventivnih in rehabilitacijskih pristopov ter aktivno sodelovanje policije, šol, centrov za socialno delo, zdravstvenih ustanov in lokalne skupnosti.

Title:Preventive police activities in the field of illicit drugs: a case study of the velenje police station : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract:This thesis examines police preventive activities in the field of illicit drugs, with a particular focus on the area covered by the Velenje Police Station. The issue of illicit drugs represents a significant security, social, and public health challenge, as it is associated with various forms of crime, social consequences, and negative impacts on individuals and the local community. The theoretical part presents the basic concepts of illicit drugs, their classification, effects, links to criminal activity, as well as the legal framework and police powers related to the investigation of criminal offences and misdemeanours. Special attention is given to both preventive and repressive police activities. The empirical part is based on an analysis of statistical data from the Velenje Police Station for the period from 2020 to 2025. The analysis included data on criminal offences, misdemeanours, seized illicit drugs, the structure of individuals dealt with by the police, and the preventive activities carried out. The results of the study indicate that the issue of illicit drugs remains a persistent problem within the jurisdiction of the Velenje Police Station. The most frequently recorded criminal offences are related to the unlawful production and trafficking of illicit drugs, while the majority of misdemeanours involve violations of the Act on the Production and Trade of Illicit Drugs. The findings show that the police carry out numerous preventive activities; however, direct preventive work in the field of illicit drugs is less represented compared to other areas of public safety. The research confirms that repressive measures contribute significantly to limiting the supply of illicit drugs, but on their own they do not ensure a long-term reduction of the problem. Effective management of this phenomenon requires the integration of repressive, preventive, and rehabilitation approaches, as well as active cooperation among the police, schools, social work centres, healthcare institutions, and the local community.
