Title:Krepitev kibernetske odpornosti v okviru Evropske unije in NATO : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Kibernetske grožnje predstavljajo enega izmed ključnih varnostnih izzivov sodobne družbe, saj digitalizacija in vse večja odvisnost od informacijskih in komunikacijskih tehnologij povečujeta ranljivost držav, gospodarstva ter kritične infrastrukture. Zaradi tega se poleg zagotavljanja kibernetske varnosti vse več pozornosti namenja tudi kibernetski odpornosti, ki poleg preprečevanja incidentov vključuje sposobnost učinkovitega odzivanja, prilagajanja in hitrega okrevanja po kibernetskih napadih. Diplomsko delo obravnava vlogo Evropske unije in NATO pri krepitvi kibernetske odpornosti ter primerjalno analizira njune strateške, institucionalne in operativne pristope. Analiza temelji na pregledu strokovne literature, strateških dokumentov, zakonodajnih aktov ter primerjalni metodi. Posebna pozornost je namenjena preučitvi mehanizmov, s katerimi obe organizaciji prispevata h krepitvi odpornosti držav članic, ter njunemu medsebojnemu dopolnjevanju. Rezultati primerjalne analize kažejo, da Evropska unija kibernetsko odpornost krepi predvsem z normativno-regulativnimi in institucionalnimi mehanizmi, kot so strategije, direktive, uredbe ter delovanje Evropske agencije za kibernetsko varnost (ENISA). NATO pa se osredotoča predvsem na razvoj obrambnih zmogljivosti, operativno pripravljenost in kolektivno obrambo, pri čemer pomembno vlogo predstavljajo mednarodne vaje, razvoj interoperabilnosti ter dejavnosti centra CCDCOE. Ugotovitve kažejo, da se pristopi obeh organizacij medsebojno dopolnjujejo, saj Evropska unija zagotavlja normativni okvir za krepitev odpornosti civilnega okolja, NATO pa prispeva predvsem k razvoju operativnih zmogljivosti in obrambne pripravljenosti. Diplomsko delo ugotavlja, da učinkovita krepitev kibernetske odpornosti zahteva usklajeno sodelovanje med mednarodnimi organizacijami, državami članicami in zasebnim sektorjem. Nadaljnji razvoj skupnih mehanizmov sodelovanja, izmenjave informacij, skupnih vaj ter razvoja strokovnih zmogljivosti predstavlja enega izmed ključnih pogojev za uspešno obvladovanje sodobnih kibernetskih groženj.

Title:Enhancing cyber resilience within the framework of the european union and nato
Abstract:Cyber threats represent one of the key security challenges of modern society, as digitalisation and the increasing dependence on information and communication technologies increase the vulnerability of states, economies, and critical infrastructure. Consequently, in addition to ensuring cybersecurity, growing attention is being paid to cyber resilience, which encompasses not only the prevention of incidents but also the ability to respond effectively, adapt, and rapidly recover from cyberattacks. This thesis examines the role of the European Union and NATO in strengthening cyber resilience and provides a comparative analysis of their strategic, institutional, and operational approaches. The research is based on a review of academic literature, strategic documents, legislative acts, and a comparative analysis. Particular attention is devoted to the mechanisms through which both organisations contribute to strengthening the resilience of their member states and to the complementary nature of their approaches. The findings indicate that the European Union primarily strengthens cyber resilience through normative, regulatory, and institutional mechanisms, including strategies, directives, regulations, and the activities of the European Union Agency for Cybersecurity (ENISA). NATO, on the other hand, focuses primarily on developing defence capabilities, operational preparedness, and collective defence, with particular emphasis on international exercises, interoperability, and the activities of the Cooperative Cyber Defence Centre of Excellence (CCDCOE). The comparative analysis demonstrates that the approaches of both organisations are complementary, as the European Union provides the normative framework for strengthening the resilience of the civilian environment, while NATO contributes mainly to the development of operational capabilities and defence preparedness. The thesis concludes that strengthening cyber resilience requires coordinated cooperation between international organisations, member states, and the private sector. The further development of joint cooperation mechanisms, information sharing, joint exercises, and professional capacity-building represents one of the essential prerequisites for effectively addressing contemporary cyber threats.
