Title:Primerjalna analiza financiranja železniške infrastrukture in prometa v Sloveniji in Avstriji : diplomsko delo

Abstract:Diplomska naloga obravnava primerjalno analizo financiranja železniške infrastrukture in železniškega prometa v Sloveniji in Avstriji. Izhaja iz ugotovitve, da je železniški promet pomemben del trajnostnega prometno-logističnega sistema, njegov razvoj pa je močno odvisen od stabilnosti, obsega in dolgoročne usmerjenosti financiranja. V nalogi sta predstavljena železniška sistema obeh držav, njuna infrastruktura, obseg potniškega in tovornega prometa ter ključni razvojni izzivi. Osrednji del naloge je namenjen analizi virov financiranja, državnih vlaganj, evropskih sredstev, pogodbenih razmerij in investicijskih politik. Poseben poudarek je na primerjavi Slovenije, kjer je financiranje izrazito vezano na državni proračun in evropske vire, ter Avstrije, ki izkazuje stabilnejši in dolgoročno bolj načrtovan model vlaganj. Naloga ugotavlja, da bolj sistematično financiranje prispeva k večji zmogljivosti infrastrukture, kakovostnejšim storitvam in pomembnejši vlogi železnic v logističnem sistemu. Na tej podlagi oblikuje usmeritve za izboljšanje financiranja železniškega sistema v Sloveniji.

Title:Comparative analysis of railway infrastructure and transport financing in Slovenia and Austria
Abstract:The thesis presents a comparative analysis of the financing of railway infrastructure and railway transport in Slovenia and Austria. It is based on the finding that railway transport is an important part of a sustainable transport and logistics system, while its development strongly depends on the stability, scope and long-term orientation of financing. The thesis presents the railway systems of both countries, their infrastructure, the volume of passenger and freight transport, and the key development challenges. The central part of the thesis is devoted to the analysis of funding sources, state investments, European funds, contractual arrangements and investment policies. Particular emphasis is placed on the comparison between Slovenia, where financing is strongly linked to the state budget and European funds, and Austria, which demonstrates a more stable and long-term planned investment model. The thesis finds that more systematic financing contributes to greater infrastructure capacity, higherquality services and a more important role of railways in the logistics system. On this basis, it formulates guidelines for improving the financing of the railway system in Slovenia.
