Title:INFORMACIJSKA PODPORA E-PLAČEVANJA S POUDARKOM NA INFORMATIZACIJI DIREKTNIH OBREMENITEV PRI PRORAČUNSKIH UPORABNIKIH

Abstract:Novi plačilni instrumenti so na področju plačilnega prometa prinesli veliko novosti in poenostavitev. Za vse udeležence v plačilnem prometu je direktna bremenitev zagotovo eden od enostavnejših in zanesljivejših načinov plačevanja ponavljajočih obveznosti. Za vključitev upnika v sistem direktnih bremenitev je potrebno zelo malo. Strojna oprema, internetna povezava in digitalna potrdila so praviloma že na voljo zaradi osnovnega plačilnega prometa proračunskega uporabnika. Ob tem je potrebno le še prilagoditi informacijski sistema in izvesti nekaj manjših organizacijskih sprememb. Zaradi tehnološke zastarelosti Uprave za javna plačila proračunski uporabniki do nedavna niso imeli možnosti izkoristiti celotne palete novih plačilnih instrumentov na enoten način, vendar zadnje pospešene prilagoditve programskih rešitev na UJP kažejo na svetlejšo prihodnost na tem področju. Da bi DB zaživela v polni meri bodo morale banke približati storitve upnikom in dolžnikom. Zaradi poenotenih standardov v proračunu je to priložnost, ki je ne gre zamuditi. Zaradi načrtovane uvedbe SEPA v naslednjih letih obstoječe informacijske rešitve za obdelavo direktnih bremenitev ne bodo dolgo v uporabi.

Title:INFORMATION SUPPORT OF E-PAYMENTS WITH FOCUS ON DIRECT DEBIT TRANSACTIONS BY BUDGETARY USERS
Abstract:New methods of making payments in the field of pay systems have brought great innovation and simplification. For all participants involved when making payments, direct debit is definitely one of the easiest and more reliable ways to pay recurring obligations. The inclusion of the creditor in the direct debit system is often little needed. Computer equipment, an internet connection and digital certificates are generally always available as these are already the basic payment services needs of the account-user. It is necessary only to adapt the information system and perform some minor organisational changes. Due to technological obsolescence the Administration for payment of public spending were unable, until very recently, to use the whole range of new payment instruments in a uniform manner. However, the latest software solutions for accelerated adjustment in the field of UJP now point to a brighter future in this field. In order that DB can flourish in full, banks will be required to come closer to the services of creditors and debtors. Due to unification of standards in the budget, this is an opportunity that cannot be missed. Due to the planned introduction of SEPA in the coming years, the existing IT solutions for processing direct debit transactions will not be long in use.
