Title:	Prenova procesa izstopnega tovornega prometa na mejnem prehodu Obrežje : diplomsko delo univerzitetnega študijskega programa Logistika sistemov

Abstract:	V tej diplomski nalogi se osredotočamo na potek procesa izstopnega tovornega prometa na izstopnem terminalu mednarodnega mejnega prehoda Obrežje v tako imenovanem nadzornem delu carinske službe. Sam proces se prične z vstopom tovornega vozila na območje terminala tovornega izstopa mejnega prehoda Obrežje, kjer je to vozilo vodeno s pomočjo signalizacije (tako horizontalne kot vertikalne) do delovnega mesta carinika, ki je hkrati izstopno mesto iz Republike Slovenije in iz Evropske skupnosti. Samo carinsko blago spremljajo različni dokumenti iz vse Evrope, posledica tega je, da se izvajajo različni izvozni postopki. Osnova vsega je seveda široka zakonodaja, katero morajo pooblaščene osebe strogo upoštevati ob izvajanju vseh postopkov in nalog. V jedru naloge predstavljamo sedanje izvajanje procesa izstopnega tovornega prometa, aplikacije, ki so pri tem v uporabi, iz podatkov poskušamo izluščiti tudi morebiten vzrok za nastajanje zastojev v procesu izstopa tovornih vozil, ki se pojavljajo predvsem v času povečanega prometa. Iz analize podatkov je razviden zastoj pri določenih vozilih, pri nekaterih se potrebuje več časa za ustrezno izvajanje izvoznih carinskih postopkov. V naslednjem poglavju predlagamo spremembe, ki bi večjemu delu prevoznikov omogočile bolj tekoč proces izstopa njihovih tovornih vozil na mejnem prehodu Obrežje. Spremembe naj bi uveljavili z razdelitvijo tovornih vozil na izstopnem terminalu v dve skupini, glede na njihove karakteristike, da bi se ta pravilno uvrščala, pa bi uporabili spremenjeno prometno signalizacijo. Menimo, da je to edina kratkoročna in cenovno ugodna rešitev, ki bi takoj prinesla določene rezultate, zato jo podrobneje predstavljamo v nalogi.

Title:	Improvement of the process of exit freight transport at the border - crossing Obrežje
Abstract:	This diploma thesis focuses on the process procedure of freight transport exit at the exit terminal of Obrežje international crossing point, in the so-called controlling part of customs service. The process itself starts with the entry of freight transport to the area of freight exit terminal at Obrežje crossing point, where this vehicle is led with the help of signalling (horizontally as well as vertically) towards the customs officer's work area which is at the same time also the exit area from the territory of the Republic of Slovenia and European Community. Customs goods are accompanied by different documents from various parts of Europe. The consequences are various export procedures which are carried out. The basis of all is of course wide legislation which must be strictly respected by authorities in implementing all procedures and duties. The main part of the thesis presents how the process of exit freight transport implementation is carried out at the moment and what applications are used. Furthermore, from the information given we want to find out the reason why a standstill appears when freight vehicles leave the country, especially in rush hours. The data analysis introduces traffic jams with certain vehicles, some need more time to correctly implement export customs procedures. The next chapter suggests changes that would allow a larger number of carriers a more fluent process when freight vehicles are leaving our country at Obrežje crossing point. The changes should be implemented by dividing freight vehicles into two groups at the exit terminal on the basis of their characteristics. In order to make them enter the right group we would use an amended traffic signalling. We think that this is the only short-term and cost-effective solution which can bring certain results immediately so this is the reason why the thesis presents it in details.
