Title:FLEKSIBILNE OBLIKE ZAPOSLITVE V SLOVENIJI IN EU

Abstract:Trend zaposlovanja v državah članicah EU vodi v vedno bolj atipične oblike zaposlitev. Vzroke temu lahko iščemo v spremembah na globalnem trgu dala in vedno večjemu problemu brezposelnosti. Z vstopom Slovenije v EU se je sprostil pretok storitev, kapitala, blaga in delavcev. Trg dela je postal mobilen, dostop na trg dela je lažji in hitrejši, s tem so boljše možnosti zaposlitve, to pa pomeni pojav vedno večje fleksibilnosti na trgu dela tudi v Sloveniji. Z izrazom fleksibilno zaposlovanje označujemo različne oblike zaposlitve pri katerih delavec opravlja delo zunaj tipičnega delovnega razmerja, ki ga predstavlja pogodba za nedoločen čas, s polnim delovnim časom, na delovnem mestu pri enem delodajalcu. Če primerjamo naš trg dela z drugimi trgi dela v EU, lahko opazimo, da slovenski trg dela ni tako fleksibilen kot v drugih državah EU. Države članice EU (za razliko od Slovenije) fleksibilne oblike zaposlitve uporabljajo predvsem zaradi hitrih sprememb na trgu in večjega prilagajanja delovnemu procesu. Slovenija se je EU najbolj približala pri zaposlitvi za določen čas, ki je pri nas tudi najbolj razvita fleksibilna oblika zaposlitve. Problem, ki ga s sabo prinašajo fleksibilne oblike zaposlitve je tudi nižja socialna varnost. Ideja, ki se vse pogosteje pojavlja je povezava med fleksibilnostjo zaposlitve na eni strani in varnostjo delavcev na drugi strani. Ravnovesje, ki ga bo potrebno vzpostaviti, pomeni pravo razmerje med fleksibilnostjo zaposlitve, ki naj bi jo omogočali instituti delovnega prava, in varnostjo zaposlitve v povezavi z instituti sistema socialne varnosti.

Title:FLEXIBLE FORMS OF EMPLOYMENT IN SLOVENIA AND EU
Abstract:Employment trends in EU Member States leads to more and more atypical forms of employment. The reason for this can be traced to changes in the global marketplace and the growing problem of unemployment. Slovenia's accession to the EU freed the movement of the services, capital, goods and workers. The labor market has become mobile, access to the labor market is easier and faster and creates better job opportunities, this means increased flexibility in the labor market in Slovenia. The term flexible employment describes various forms of employment where the employee performs work outside of the typical employment relationship, represented by the contract for an indefinite time, full-time work for one employer. If we compare our labor market to other labor markets in the EU, we see that the Slovenian labor market is not as flexible as in other EU countries. EU Member States (unlike Slovenia) use flexible forms of employment due to rapid changes in the market and more flexible workflow. Slovenia is close to EU only in fixed-term employment, which is the most advanced flexible form of employment in Slovenia. Flexible forms of employment brings also less social security. The idea, which is being recognized is job flexibility on the one hand and safety of workers on the other. Balance that would have to be established is a good balance between the flexibility of employment along with appropriate labor law and employment security in connection with the social security institutes.
