Title:Delovne kompetence v Centru za varovanje in zaščito - policija : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Republika Slovenija se preko različnih evropskih pogodb in usmeritev, neprestano zavezuje usklajevati z evropskimi cilji. Enako je na področju policijskega dela, kjer slovenska policija stremi k evropsko usmerjeni organizacij, vendar pa še zmeraj ostajajo odprta področja na katerih slovenska policija, kot največja organizacija znotraj javne uprave ne dosega želenih ciljev. Področje kompetenc in plačila za zahtevane kompetence se v slovenski policiji sicer počasi postavljajo, vendar pa se ravno zaradi hitenja in presplošnega vrednotenja poklica znotraj javne uprave pojavlja zahtevana prekompetentnost (na papirju) za plačilo, ki ga policist dobi znotraj javne uprave. Prednost za delavca in slabost za delodajalca se kaže predvsem v segmentu da je policijsko delo primerljivo na celotnem področju Evropske unije, kot tudi globalno. Nekatere policijske operacije se povezujejo in nadaljujejo v različnih državah Evropske unije (Europol) in sveta (Interpol), kar povezuje preiskovalce z primerljivimi kompetencami vendar pa neprimerljivem plačilu za opravljeno delo. Kompetenten kader za določeno področje oziroma za področje policijskega dela, pomeni strokovno usposobljen in izobražen kader, ki pa nemalokrat presega kompetentnost vodstvenega kadra v podjetjih v državni lasti. V diplomskem delu je poleg opisa kompetenc policista znotraj policije kot tudi policista varnostnika-specialista v Centru za varovanje in zaščito predstavljena primerjava med sorodnimi poklici tako znotraj evropske organizacije NATO kot tudi svetovne organizacije OZN.

Title:Working competences in security and pretection center - police
Abstract:Through various European treaties and guidelines, the Republic of Slovenia continuously undertakes to coordinate with the European goals. The same is true of police work where the Slovenian police are striving towards European oriented organizations, but there are still open areas where Slovenian police, as the largest organization within the public administration, do not achieve the desired goals. The field of competences and payments for required competences are slowly being set up in the Slovenian police, but due to the rush and general evaluation of the profession within the public administration, there is a required overcompensation (on paper) for payment received by the police officer within the public administration. The advantage of delusion and disadvantage for the employer is mainly reflected in the segment that police work is comparable throughout the European Union as well as globally. Some police operations connect and continue in different countries of the European Union (Europol) and the world (Interpol), which connects investigators with comparable competencies, but an unreasonable pay for the work done. Competent personnel for a certain area or in the field of police work, means professionally qualified and educated personnel, which often exceeds the competence of management personnel in state-owned enterprises. In addition to describing the competencies of police officers within the Police as well as the Police Specialist in the Center for Security and Protection, the diploma paper presents a comparison between related professions both within the European NATO organization and the UN global organization.
