Title:Pokojninske reforme v Sloveniji

Abstract:V Sloveniji sistem pokojninskega zavarovanja ureja Zakon o pokojninskem in invalidskem zavarovanju, ki se z leti spreminja in dopolnjuje. Staranje prebivalstva, upad rodnosti, prezgodnje upokojevanje, slabšanje razmerja med aktivnim in neaktivnim delom prebivalstva. Vse to vpliva na nevzdržnost pokojninske blagajne in nas sili k nenehnim spremembam. Demografske napovedi so za v prihodnje vse slabše, zato bodo potrebni zaostreni ukrepi na tem področju. Trenutna demografska in makroekonomska slika Slovenije nam pove, da je sistem v primerjavi z drugimi državami nujno potreben reforme. Tako država z različnimi ukrepi pokojninskega sistema skuša ohraniti vzdržen sistem, ki bo upokojencem zagotovil dostojno življenje po končani aktivni dobi. Le dolgoročno vzdržen sistem lahko zagotavlja ustrezno višino pokojnin upokojencem. Javni pokojninski sistem je nastal v času, ko je bilo veliko več zaposlenih kot pa upokojencev, danes pa se zaradi napredka medicine to razmerje hitro obrača. To povzroča vse večji pritisk na pokojninsko blagajno, saj le iz te ne moremo pokrivati tekočih izplačil za pokojnine s prispevki zaposlenih. Z raziskavo v empiričnem delu smo ugotovili, da bo nova predlagana pokojninska reforma zakona ZPIZ-2 sicer povišala pokojnine novih upokojencev, vendar pa ta ne bo zaustavila trenda naraščanja odhodkov za pokojnine, kar je posledica nizke stopnje rodnosti in dolge življenjske dobe. Čeprav se razmerje med zavarovanci in upokojenci počasi izboljšuje, upokojitvena starost za oba spola pa postopno dviguje, se po ocenah ministrstva za delo, družino, socialne zadeve in enake možnosti napoveduje, da naj bi imel zakon negativne finančne posledice šele po letu 2030. O dolgoročnih učinkih ZPIZ-2 sicer ne moremo govoriti, vendar pa bomo morali pri naslednji pokojninski reformi biti bolj restriktivni.

Title:Pension reforms in Slovenia
Abstract:In Slovenia, the pension insurance system is regulated by the Pension and Disability Insurance Act, which has been amended and supplemented over the years. The issues such as population aging, declining birth rates, early retirement, and declining active to inactive population ratio affect the sustainability of the pension fund and force us constantly to introduce changes. Demographic projections are worsening therefore; stricter measures will have to be taken. The current demographic and macroeconomic picture of Slovenia indicates that compared to the pension systems in other countries the current Slovene system urgently requires a reform. Thus, by introducing different measures the state is trying to maintain a sustainable pension system that will ensure a decent life for retirees at the end of their working life. Only a long-term sustainable system can provide decent pensions to pensioners. The public pension system was introduced at a time when employees outnumbered the retirees, but today, on account of the medical progress, this ratio is shifting rapidly. The pressure on the pension fund increases, since the contributions paid by active workers alone cannot adequately cover the pensions. Empirical research revealed that the proposed new pension reform of the Act, ZPIZ-2, shall increase the pension level of new retirees on one hand, but it will not stop the trend of growing pension expenditures due to low birth rates and long life expectancy on the other. Although the ratio between insured persons and pensioners is slowly improving and the retirement age for both genders is gradually being raised, the Ministry of Labour, Family, Social Affairs and Equal Opportunities predicts that the Act will not show its negative financial consequences until after 2030. We cannot yet comment on long-term effects of ZPIZ-2 today, but the fact is that the next pension reform, given the trend, will have to be even more restrictive.
