Title:Analiza pripravljenosti prevoznikov na uvedbo tahografov v lahka gospodarska vozila : diplomsko delo univerzitetnega študijskega programa

Abstract:Z namenom povečanja cestne varnosti in upoštevanja omejitev trajanja voženj ter obveznih počitkov voznikov je pri opravljanju nekaterih transportnih storitev postala obvezna uporaba tahografov. Ti služijo kot nadzorna naprava, ki je vgrajena v gospodarska vozila in beleži vse pomembne podatke o poteku vožnje ter s svojimi funkcijami omogoča strožji nadzor nad delom voznikov. Trenutno so tovrstnemu nadzoru podvrženi le vozniki težjih gospodarskih vozil z največjo dovoljeno maso nad 3,5 tone. S spremembami zakonodaje pa se s 1. julijem 2026 uvaja tudi obvezna vgradnja tahografov v lahka gospodarska vozila z največjo dovoljeno maso med 2,5 in 3,5 tone, s katerimi prevozniki opravljajo mednarodne prevoze blaga v komercialne namene. V diplomskem delu smo s pomočjo anketnega vprašalnika raziskali, v kolikšni meri so prevozniki z lahkimi gospodarskimi vozili seznanjeni z omenjenimi spremembami zakonodaje. Zbrali smo tudi njihova pričakovanja o tem, kakšne spremembe nameravajo uvesti v svoje poslovanje zaradi prilagoditve novi zakonodaji. Na ta način smo tudi preverili, ali prevozniki z lahkimi tovornimi vozili trenutno že upoštevajo pravila zakonodaje o delovnem času in obveznih počitkih voznikov, čeprav zanje še ne veljajo. Končni rezultati raziskave so nam pokazali, da je večina anketiranih prevoznikov vsaj deloma že seznanjena s prihajajočo zakonodajo, saj znajo že sedaj predvideti, katere spremembe poslovanja bodo potrebne v prihodnosti. Ena najbolj pogostih posledic, ki jo pričakujejo, je povečanje stroškov njihovega poslovanja in posledično tudi zvišanje cen transportnih storitev. Poleg tega pa večina anketiranih prevoznikov tudi predvideva, da se bo zmanjšal delovni čas voznikov v njihovem podjetju, kar kaže na to, da trenutno veliko prevoznikov pri svojem poslovanju ne skrbi za primerno trajanje voženj in počitke voznikov. Na podlagi zbranih rezultatov raziskave lahko zaključimo, da je za izboljšanje delovnih razmer voznikov sprememba zakonodaje popolnoma upravičena, saj bo voznikom z lahkimi dostavniki omogočala boljše varovanje njihovih pravic in doprinesla k povečanju cestne varnosti.

Title:Analysis of the readiness of carriers to the introduction of tachographs in light commercial vehicles
Abstract:In order to increase road safety and take into account restrictions of driving times and mandatory rest periods for drivers, the use of tachographs became mandatory when performing certain transport services. These serve as a control device that is built into commercial vehicles and records all important data about the driving process, and with its functions enables stricter control over the work of drivers. Currently, only drivers of heavy commercial vehicles with a maximum permissible weight of more than 3,5 tons are subject to this type of control. But from the 1st July of 2026 changes to the legislation also introduce the mandatory installation of tachographs in light commercial vehicles with a maximum permissible weight between 2,5 tons and 3,5 tons, with which carriers offer international transport of goods for commercial purposes. With the help of a questionnaire we investigated the extent to which carriers of light commercial vehicles are already notified about the mentioned changes in legislation. We also gathered their expectations about what changes they intend to input in their business in order to adapt to the new legislation. In this way, we also checked whether carriers with light goods vehicles currently comply with the rules of the legislation on working hours and mandatory rest breaks for drivers, even if they do not yet apply to them. The final results of the survey showed us that the majority of the surveyed carriers are at least partially familiar with the upcoming legislation, as they are already able to predict which changes in their business will be necessary. They mostly expect an increase in the costs of their business and an increase in the prices of their transport services. In addition, the majority also anticipates that the working hours of drivers in their company will be reduced, which means that many carriers currently do not take care of suitable length of rides and rest periods for drivers. Based on such research results, we can conclude that in order to improve the working conditions of drivers, the change in legislation is fully justified, as it will enable drivers with light delivery trucks to protect their rights and help to increase road safety.
