Title:Vračanje proizvodnje zaradi motenj v dobavnih verigah

Abstract:Diplomsko delo obravnava pojav vračanja proizvodnje (reshoring) evropskih podjetij kot odziv na motenje globalnih dobavnih verig v zadnjem desetletju. Poudarek je na proučevanju vzrokov za ta proces, spremembah po letu 2020, najbolj prizadetih gospodarskih panogah in podpornih ukrepih, ki jih nudijo države članice in Evropska unija. V teoretičnem delu so opredeljeni ključni pojmi, kot so reshoring, backshoring, nearshoring in dejavniki motenj v dobavnih verigah. Predstavljen je pregled literature o razlogih za selitev proizvodnje, izbranih panogah ter učinkih avtomatizacije in geopolitike na poslovne odločitve podjetij. Empirični del temelji na analizi sekundarnih virov – poročil, študij, statistik in raziskav evropskih institucij. Ugotovitve kažejo, da je bil reshoring pred letom 2020 razmeroma omejen in najpogostejši v delovno intenzivnih panogah (npr. tekstil, prehrana). Po letu 2020 pa se je zaradi pandemije, vojne v Ukrajini in geopolitičnih trenj močno povečalo zanimanje za vračanje proizvodnje v strateških panogah, kot so farmacija, elektronika, avtomobilska industrija in strojegradnja. Pomembno vlogo pri tem igrajo tudi instrumenti podpore – davčne olajšave, nepovratna sredstva, projekti IPCEI in sheme Evropske unije, kot sta Horizon Europe in CISAF. V zaključku diplomsko delo potrjuje, da vračanje proizvodnje ni več le popravek neuspešnega offshoringa, ampak vse bolj postaja del dolgoročne industrijske strategije Evrope.

Title:Reshoring due to supply chain disruptions
Abstract:This thesis explores the phenomenon of reshoring production by European companies as a response to disruptions in global supply chains over the past decade. The focus is on identifying the main causes of reshoring, its evolution after 2020, the most affected industrial sectors, and the support instruments provided by EU member states and the European Union. The theoretical part defines key concepts such as reshoring, backshoring, and nearshoring, and outlines the main drivers of supply chain disruptions. It includes a review of the literature on the motivation behind production relocation, sector-specific trends, and the role of automation and geopolitics in reshoring decisions. The empirical part is based on the analysis of secondary data from reports, case studies, statistics, and EU-level research. The findings show that before 2020, reshoring was relatively limited and most common in labor-intensive sectors (e.g., textiles, food). After 2020, due to the COVID-19 pandemic, the war in Ukraine, and geopolitical instability, reshoring activity increased significantly in strategic sectors such as pharmaceuticals, electronics, the automotive industry, and machinery manufacturing. Government support plays an important role, including tax incentives, grants, IPCEI initiatives, and European programs such as Horizon Europe and the Clean Industrial State Aid Framework (CISAF). The thesis concludes that reshoring is no longer just a correction of past offshoring mistakes, but is increasingly becoming an integral part of Europe's long-term industrial strategy.
