Title:Primerjava zasebnega osnovnošolskega izobraževanja v državah nekdanje Jugoslavije : magistrsko delo

Abstract:Zasebno šolstvo predstavlja pomemben del sodobnih izobraževalnih sistemov, njegova vloga pa se med državami razlikuje glede na zgodovinski razvoj, zakonodajno ureditev in način financiranja. Posebej zanimiv je prostor nekdanje Jugoslavije, kjer so države izhajale iz skupnega socialističnega izobraževalnega sistema, danes pa razvijajo različne pristope do zasebnega osnovnošolskega izobraževanja. Naloga obravnava zakonodajno ureditev, financiranje ter obseg in tipe zasebnih osnovnih šol v Sloveniji, Hrvaški, Srbiji, Bosni in Hercegovini, Črni gori, Severni Makedoniji in na Kosovu. Ugotovitve kažejo, da je zasebno osnovnošolsko izobraževanje v vseh analiziranih državah dovoljeno, z izjemo Severne Makedonije, v kateri je močno omejeno. Med državami obstajajo pomembne razlike predvsem na področju financiranja, saj Slovenija zagotavlja najvišjo stopnjo javnega financiranja zasebnih šol, medtem ko so v večini drugih držav zasebne šole pretežno odvisne od zasebnih virov. Analiza kaže tudi raznolikost tipov zasebnih šol, od alternativnih pedagoških pristopov do verskih in mednarodnih programov. Kljub postopni rasti zasebnega sektorja javno šolstvo ostaja prevladujoča oblika osnovnošolskega izobraževanja v vseh obravnavanih državah.

Title:A Comparison of the Presence of Primary Private Education in the Countries of the Former Yugoslavia
Abstract:Private education represents an important part of modern educational systems, although its role varies among countries depending on historical development, legislative regulation, and funding models. The region of the former Yugoslavia is particularly interesting, as these countries originated from a common socialist educational system but have since developed different approaches to private primary education. This paper examines the legislative framework, financing, and the scope and types of private primary schools in Slovenia, Croatia, Serbia, Bosnia and Herzegovina, Montenegro, North Macedonia, and Kosovo. The findings show that private primary education is permitted in all analyzed countries, although it is significantly more restricted in North Macedonia. Important differences can be observed primarily in the area of funding, with Slovenia providing the highest level of public financing for private schools, while in most other countries private schools depend mainly on private sources of funding. The analysis also reveals a diversity of private school types, ranging from alternative pedagogical approaches to religious and international programs. Despite the gradual growth of the private sector, public education remains the dominant form of primary education in all countries included in the study.
