Abstract:Cilj programa SEPA je preoblikovati sedanji razdrobljeni trg v enoten domači trg za plačilne storitve v evroobmočju, ki ne razlikuje čezmejnih in domačih plačil. To sproži odstranitev vseh tehničnih, pravnih ter komercialnih preprek v trenutnem plačilnem trgu. SEPA bo prinesla številne prednosti in spremembe za prav vse udeležence. Potrošnik bo potreboval le en transakcijski račun, s katerega bo lahko opravljal kreditna plačila in direktne obremenitve kjerkoli v evro območju. Trgovci bodo lahko sprejeli katerokoli plačilno kartico z enim samim terminalom, kar bo tudi zmanjšalo njihove stroške. SEPA bo pomagala podjetjem poenostaviti njihov poslovni menedžment. Vse finančne transakcije bodo lahko opravljene z enega bančnega računa in z uporabo plačilnega instrumenta SEPA. Bankam bo omogočila širitev poslovanja in konkurenčnost na evropski ravni, saj bo lahko vsaka banka ponudila svoje storitve vsakemu v evro območju, brez dodatnih stroškov. Projekt SEPA se je začel v maju 2002 z belo knjigo. Pomembno leto za Slovenijo predstavlja zagotovo 2004, ko se je viziji SEPA pridružila tudi ZBS in postala enakopravni član EPC. V okviru ZBS se srečujejo različni interesi in mnenja bank, tako tudi glede tega, ali s projektom SEPA zamujamo ali ne. Ne glede na različna mnenja bank smo lahko enotni, da je SEPA realnost, ki jo lahko uresničujemo le organizirano s postavljeno in potrjeno projektno organizacijo. S postavitvijo projektne organizacije in dodelitvijo nalog in pristojnosti posameznim nosilcem se je zaključila prva faza načrtovanja in priprav. V drugi fazi prehajamo na implementacijo in razvoj. SEPA bo resnično zaživela le s konstruktivnim delom in sodelovanjem prav vsakega posameznega subjekta znotraj projektne organizacije. Zavedamo se lahko, da slovenski bančni trg obsega (le) 0,5 % evropskega trga. Pojavlja se vprašanje o obvladovanju bančne likvidnosti v novem evrskem prostoru. A to ni edino vprašanje. Pomembno je vprašanje varnosti, pa problem tarif ter stroškov in varstvo konkurence in potrošnikov. Prav z vsem se bo potrebno soočiti. Najlepše bi bilo, da bi se predstavili s kakovostno in inovativno ponudbo na ravni SEPA in bi s tem pritegnili obseg drugih držav. Največja bojazen, ki visi nad nami, pa je zagotovo, če banke pričakovanj ne bodo uresničile in bodo iz glavnih »igralcev« v (slovenskih) plačilnih sistemih postale (v pogojih SEPA) uporabniki storitev tujih bank. Si to lahko privoščimo?

Title:REGULATION OF DIRECT DEBIT IN FRAME OF SEPA
Abstract:8.3 Abstract The goal of the SEPA project is to transform existing fragmented markets into a single domestic market for payment services within the euro area, with no distinction between cross-border and domestic payments. This results in the elimination of all technical, legal and commercial barriers on the current payment market. SEPA will bring a number of advantages and changes all participants. Costumers will need just one transaction account, from which they will be able to make credit transfers and direct debits anywhere in the euro area. Retailers will be able to accept any payment card using the same terminal, resulting in a reduction of costs. SEPA will help companies simplify corporate management. All financial transactions will be made from a single bank account, using a SEPA payment instrument. This will allow banks to expand operations and competitiveness at the European level, as every bank will be able to offer its services to any party in the euro area without incurring additional costs. The SEPA project was launched in 2002 with the publication of a white paper. The year 2004, when the Bank Association of Slovenia (BAS) joined the SEPA projects and became an equal member of the European Payments Council (EPC), represents a significant milestone for Slovenia. Within the BAS, various interests and the differing opinions of banks come together, including whether or not we are late in implementing the SEPA projects. Notwithstanding these differing opinions, we can agree that SEPA is something that can only be realized by establishing and confirming a project organization. The initial phase of planning and preparation was completed with the establishment of a project organization and the segregation of tasks and responsibilities. In the second phase, we will shift to implementation and development. SEPA will only truly come about through the constructive work and cooperation of each and every participant within the project organization. We are aware of the fact that the Slovenian banking market accounts for (just) 0,5 % of the entire European market. The question of managing banking system liquidity arises in the new euro area. But that is not the only issue. The question of security, the problem of prices and costs and the protection of competition and consumers also represent import issues. And every one of them must be addressed. The best case scenario would be to come up with a high-quality, innovative range of products and services at the SEPA level that would attract the business of other countries. Certainly, the greatest fear we face is the possibility the main participants in (Slovenian) payment systems become users of foreign banks services should banks not meet expectations. Can we afford that?
